Org. Setting and Reporting This position is located within the United Nations Assistance Mission for Iraq (UNAMI), Baghdad. The Senior Public Information Officer reports to the Chief of Public Information Office/Spokesperson.

Responsibilities Within the limits of delegated authority and under the overall supervision of the Chief of Public Information Office, the Senior Public Information Officer may be responsible for the following duties:

  • Conceptualizes, designs, and implements the Mission’s communications strategy, covering the Mission’s internal and external communications activities; ensures the strategy is regularly evaluated and updated. •Ensures regular, timely and professional communications on all traditional and digital media platforms and effective coverage of mission activities; provides pertinent communications advice and input for Mission leadership interactions with all key stakeholders, including non-governmental civil society organizations.
  • Gives press briefings, background briefings and interviews to national and international media; drafts and/or edits and issues press releases, official statements and communications materials on behalf of the Mission as necessary; acts as spokesperson in the absence of the Chief PIO/Spokesperson.
  • Uses data-driven tools and techniques to monitor and test efficacy of messaging, making adjustments to be responsive to stakeholders and public opinion.
  • Guides the Mission crisis communication activities.
  • Oversees the Mission’s social media presence and leads digital media campaigns to enhance public outreach and engagement activities using a range of digital media platforms and leveraging emerging technologies and trends.
  • Formulates and manages the substantive work programme of the Public Information Office; directs work in all areas of the Section (including media relations, media monitoring and analysis, TV/video, radio, print, web and digital media photo, press and outreach) and ensures the work is regularly evaluated for effectiveness; coordinates with Mission components and UN Agencies, Funds and Programmes, and partners, as necessary.
  • Manages, guides, develops and trains staff under his/her supervision; participates in hiring process of experts or consultants; manages budget preparation and implementation process.
  • Advises Mission leadership, senior staff and other Mission personnel on communications matters.
  • Develops and implements a regular system of media monitoring and bulletins to meet the needs of the Head of Mission and senior leadership.
  • Ensures public information outputs meet high-quality standards, in accordance with UN policy objectives and rules and regulations, and are evaluated for their effectiveness.
  • Interacts with local, regional and international media and establishes and maintains cooperative relationships.
  • Maintains regular interaction and consults with public information personnel at UNHQ.
  • Other related duties that may be assigned.

Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public relations or related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in public information, external communications, journalism, international relations, or related area is required.

Relevant experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or non-governmental organisation – is required. Experience managing public information and communication strategies in politically-sensitive environments (such as faced in conflict or post-conflict environments) is required.

Experience in managing a multidisciplinary team is required.

Experience developing and managing workplans and budgeting is required.

Experience in managing (directly or through a team) "corporate" social media platforms including experience working in digital and (Artificial Intelligence) AI-powered platforms in support of the good offices work of the Mission is required.

Relevant working experience in/on the MENA (Middle East-North Africa) region is desirable. Work experience in public information with the United Nations is desirable.

Work experience in public information with the United Nations is desirable. Experience as a spokesperson is desirable.

Experience in multi-media production is desirable. Familiarity with UN public information policies and procedures is highly desirable.

Experience in media campaign design and implementation is required.

Experience in combatting online hate speech, incitement and dis/misinformation and in dealing with key social media platforms to tackle potential negative campaigns is required.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required.
