Senior Protection Project Officer (National Position)

Job Description

Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

IRC Thailand has launched new project Preparedness for protection in Southeast Asia in July 2021, which partially implement in Pattani, Yala and Narathiwat Province. The project aims to strengthen the protection response capacities of local disaster preparedness ecosystems and enhance protection risk reductions activities, including violence prevention at community level. In partnership with Thailand Association of Social Worker, this project focus to support capacity and coordination among local authority and community to prepare and response to protection needs of community and marginalize people in deep south province of Thailand.

Job Overview/Summary: The Senior Protection Project Officer base in IRC’s Pattani Office, with under supervision of Senior Protection Project Manager, and technical supervision from operation and partnership team from IRC’s Bangkok’s office. The Senior Protection Project Officer will be served as program support, community liaison and partnership support to ensure program team receive timely and qualified support.

1. Program Implementation 1.1 Support Senior Protection Project Manager and partner’s organization in coordination with community group for activity preparation. 1.2 Provide translation/interpretation support for Thai-Malay Pattani in any activities or program event 1.3 Provide supporting information for Senior Protection Project Manager for program report and other program document.

2. Program Support 2.1 Assist staff of protection program in Pattani’s office with day-to-day administrative requirements and functions such as preparation of purchase requests, support procurement of program supplies and materials, update the project procurement plan, follow-up the lead time and deliverables of equipment and materials, clearing of advances, putting in vehicle requests, preparation, and arrangement for traveling of IRC’s staff from different site to Pattani’s office etc. 2.2 Serve as the focal person for the program team in liaising with the operations team on all program administrative matters. 2.3 Provide program administrative support IRC and partner organization in activity preparation, and during program workshops, meetings, and training, etc. (e.g. Distributing schedules and notices, identifying and preparing venues, arranging supplies, equipment, materials, etc.)

3. Partnership Support 3.1 Provide admirative support to Senior Protection Project Manager and partnership team to conduct technical and compliance monitoring for IRC’s subgrant of deep south project. 3.2 Support IRC partnership team to review partner financial supporting document of partner organization with close supervision from partnership team.

Qualifications

Job Requirements: - Bachelor’s degree in logistics, business administration, accountant or relevant. - Minimum two years of work experience in development organization. - Proven skill in documentation management - Proven strong social skills for coordination with private agencies and government agencies - Excellent interpersonal and communication skills. - Ability to prioritize tasks and work under pressure and ability to be flexible and work in a fast-paced environment under competing deadlines. - Responsive to urgent requests on a timely basis. - Willingness to travel frequently to the field and meet with partners. - Good problem-solving skills. - Understanding of working in a multicultural environment. - Computer proficient, with experience using Microsoft Word and Excel. - Excellent communication in Thai (oral and writing), and Pattani Malay (oral) , communicable skill in English. - Computer proficient, with experience using Microsoft Word, Excel and Power Point including online communication platform such as Zoom or Microsoft team.

Working Environment This position is based in the IRC office in Pattani, with extensive travel to other filed sites.
