This United Nations Volunteers (UNV) assignment is part of the Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) Programme of the United Nations Office on Drugs and Crime Regional Office for Southeast Asia and the Pacific (ROSEAP) in Bangkok, Thailand.

The UNODC ROSEAP Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) Programme falls under the UNODC Regional Programme for Southeast Asia and the Pacific 2022 – 2026, which is designed to address both present and emerging needs within these regions, with the ultimate objective: the rule of law in Southeast Asia and the Pacific is secured and reinforced, and vulnerable groups and communities in the region are protected from drugs and crime. In line with UNODC Strategy 2021-2025, the Programme aims to realize six outcomes:

1. Effective and evidence-based responses to the production, trafficking and non-medical use of drugs;
2. Effective prevention of, and response to, transnational organized crime and illicit trafficking;
3. Prevention and countering of corruption and economic crime;
4. Enhanced prevention and countering of terrorism, including terrorism financing and the spread of violent extremism;
5. Fair, effective, accountable criminal justice systems accessible to all; and
6. Timely approach to crime and security threats in emergency, fragility and transition

Under the direct supervision of Regional Programme Coordinator (Human Trafficking and Migrant Smuggling) at the UNODC Regional Office for Southeast Asia and the Pacific, the UN Volunteer will undertake the following tasks: 1. Assisting in the design, planning and implementation of regional TIP and SOM projects and delivering technical assistance activities in Southeast Asia and the Pacific region related to anti-human trafficking and migrant smuggling including: • Support the planning and implementation of existing projects in the SEA region, in particular the Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asia as well as other ongoing projects related to TIP and SOM • Support the development of new projects to address emerging forms of trafficking, migrant smuggling, and/ or reported capacity gaps by states • Prepare and contribute to field missions and capacity-building activities, including workshops and trainings in the SEA region; • Prepare detailed work plans and accompanying budgets and budget revisions for the timely and realistic achievement of project objectives, and monitor expenditures; • Ensure timely project review, revisions, monitoring and completion of related reporting obligations; • Ensure timely and accurate submission of progress and financial reports; • Perform other work-related duties as required. 2. Contributing to the overall work of UNODC ROSEAP anti-human trafficking and migrant smuggling portfolio, including: • Assist in consultations/needs assessments with the countries and other stakeholders in the region; • Prepare technical presentations, draft various written outputs such as project progress reports, donor reports, background papers, letter of invitations, mission reports, briefing notes, web stories, op-eds, etc. • Contribute to research and analysis on anti-human trafficking and migrant smuggling and related matters (including legislative and policy research) • Liaise with ROSEAP staff and relevant UNODC Headquarters’ Branches and Sections, as well as with other relevant international, regional, national, and non-governmental actors, to facilitate programme implementation and create synergies/partnerships. • Promote and strengthen collaborative initiatives between UNODC and other UN agencies, CSO in the region and other relevant stakeholders

In addition to the above duties, the UN Volunteer may be required to undertake other relevant duties as may be assigned by the UNODC ROSEAP through his or her immediate supervisor. The work and conduct of the UN Volunteer, particularly during missions in the region, will be subject to and consistent with the rules and instructions provided by the UN Department for Safety and Security, as well as other UN actors involved in staff safety.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

counter trafficking in persons and the smuggling of migrants under the angle of law enforcement, prosecution and/or criminal justice is required. • Work experience in technical cooperation and programme/project development, management and implementation, ideally in the areas of trafficking in persons and the smuggling of migrants, is required. • Experience in monitoring and evaluation is required
• Previous work experience on/in Southeast Asia with multilateral organizations is desirable • Demonstrable knowledge and understanding of migrant smuggling and human trafficking trends/issues in Southeast Asia and the Pacific, including legislative frameworks and policies • Strong inter-personal, diplomatic, coordination, organization and communication skills. • Ability to build and maintain working relationships with different stakeholders. • Experience working with law enforcement and/or criminal justice practitioners in Southeast Asia would be considered a strong asset. • Experience liaising with mid- to high-level government officials is desirable. • Excellent research and analytical skills, oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN system.

Bangkok, Thailand, allows for good standards of living conditions, including accommodation, transportation banking facilities, medical facilities, education and telecommunications/internet services which are readily available. Besides extensive products produced or manufactured domestically, most imported goods are available in Bangkok and other places throughout Thailand. Bangkok is known for offering a large variety of hospitality, recreational, sport and cultural events for all budgets. In Thailand the most used means of public transportation are taxi or local bus (and, in Bangkok, the elevated train service). Using motorcycle requires full respect of safety procedures. Mobile phone networks and Internet services are available throughout the country. ATMs and international banking services are easily accessible and most international credit cards can be used to withdraw Thai Baht.
