Job Description

Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

Following the coup in Myanmar in February 2021, fighting between the military and insurgents along the border with Thailand has led to a large-scale internal displacement and a smaller but growing number of refugees seeking protection in Thailand. Anticipating a potential large-scale influx of affected into Thailand this year, the IRC Thailand is preparing to expand and enhance its emergency protection services to put in place necessary internal mechanisms and coordination at the provincial and national levels to address the emerging need of affected people. In July 2021, IRC Thailand is launching Protection Emergency Response, this response, was funded by the DG ECHO for 12 months and implemented in partnership with front-line community-based organizations and in coordination with National Protection Sector and Provincial Protection Sector Working group in Tak, Maehongsorn and Kanchanburi Province.

Job Overview/Summary:

The IRC Thailand Emergency Protection Response design is to be adapted to the context and change of needs of the affected population, one of the key results of the response is that “Protection needs are monitored and communicated to service providers”. The Senior Protection Monitoring Officer will be based at IRC’s office in Maesot, under the supervision of the Senior Emergency Protection Manager and direct technical supervision by the M&E Manager. The Senior Protection Monitoring Officer will serve as the key person to implement protection monitoring to determine changing displacement situation along the Thailand-Myanmar border and provide the evidence base to inform the needs of the affected population for program adjustment and advocacy.

Major Responsibilities:

1. Program Implementation 1.1 Support the Senior Emergency Protection Manager to develop and implement Rapid Need Assessment, Protection Monitoring framework, and Post-Distribution Monitoring (PDM) including all data collection tools. 1.2 Work closely with the Senior Emergency Protection Manager, M&E Manager, Information Management Manager, and Sector Leads for coordination with the National and Provincial Protection Coordination Group related to multi-rapid assessment exercises including other assessments agree by the emergency coordination body. 1.3 Leading the process to train and technical support to Protection Monitoring Data Collector and other staff in Emergency Protection Team in data collection, data entry for rapid assessment, protection monitoring, and post-distribution monitoring (PDM) in the targeted location. 1.4 Ensure data collection, and data entry for protection monitoring are complete according to agreement on a timeline and meet data quality requirements. 1.5 Support the Senior Emergency Protection Manager for analysis of the protection monitoring report, rapid assessment report, and post-distribution monitoring report writing. 1.6 Work closely with the M&E Manager to develop electronic data collection for rapid assessment and protection monitoring. 1.7 Technical support to implementing partners related to implementing protection monitoring exercise. 1.8 Support the Senior Emergency Protection Manager to develop protection monitoring reports and translate them into the required languages. 1.9 Support the Senior Emergency Protection Manager to develop an emergency client responsive plan 1.10 Leading process to training client responsive in Emergency to a staff of Emergency Protection Team and other IRC staff. 1.11 Work closely with the M&E Manager to develop and implement emergency client-responsive indicators

2. Program Management 2.1 Support Senior Emergency Protection Manager to develop program reports related to donor requirements and program requirements. 2.2 Responsible to monitor spending related to protection monitoring are on track and timely informing the Senior Emergency Protection Manager of budget adjustment needs.

Qualifications

Job Requirements:

1. A University degree in a relevant field (such as computer, statistics & data management, social science, public health, development economics, or a related subject area) 2. Proven experience in working in a protection program, protection in an emergency is preferable. 3. Proven experience in Protection monitoring and/or Monitoring, Evaluation, Accountability, and Learning-related functions. 4. Proficiency and experience with mobile data collection such as Kobo, Commcare, and ODK Collect are vital as well as proficiency with Microsoft Excel, Access, or other similar software. Knowledge of PowerBi, or GIS software tools are additional assets. 5. Demonstrated analytical, systematic thinking, and problem-solving skills. 6. Solution-orientated committed, and good communication skills to work smoothly with colleagues from various cultures and backgrounds. 7. Strong understanding of accountability and proven ability to build Client Feedback Systems. 8. Willingness to travel to field areas. 9. Highly organized, flexible, adaptable to changing priorities, and able to work well under deadlines with minimum supervision. 10. Able to communicate effectively in spoken and written English skills and plus Karen and/or Burmese. 11. Computer proficiency, with experience using Microsoft Word, Excel, and PowerPoint including online communication platforms such as Zoom or Microsoft team.

Working Environment:

This position is based in the IRC office in Mae Sot, with extensive travel to other filed sites.
