Please note that this position is funded under an Extra-Budgetary (ExB) Project, with funding from 01 October 2024 until 30 September 2027. Extension is subject to project extension and further funding availability.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the awareness and understanding of THB across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request.

Tasks and Responsibilities:

Under the overall supervision of the Deputy Co-ordinator CTHB, the successful candidate will be tasked with the following duties:

  1. Implementing the ExB project on preventing and responding to trafficking in human beings amid the humanitarian crisis related to the war against Ukraine, including by conceptualizing project approaches, designing and implementing projects interventions and day-to-day management of project and its staff, ensuring that the project activities support the implementation of the mandate of the OSR-CTHB;
  2. Providing strategic vision and guidance for the development of the project workflows in response to the individual needs of the countries mostly affected by the humanitarian crisis and their anti-trafficking stakeholders, while ensuring the coherence of the regional efforts;
  3. Within the scope of the project management cycle, ensuring regular monitoring and evaluation of the project strategy and interventions, and making recommendations to the SR-CTHB and the Deputy Co-ordinator on the adjustments in response to the modified or newly identified needs and priorities;
  4. Leading the project budgetary planning, including mobilization of resources and fundraising efforts;
  5. Ensuring timely reporting to the project donors in line with the provisions of respective donor agreements and the OSCE project management guidance as well as maintaining project records; ensuring project visibility, including by drafting project publications, speeches, presentations, etc.;
  6. Developing and maintaining regular contacts with the counterparts in the OSCE delegations, relevant governmental authorities of the OSCE participating States, and NGOs to ensure coherence, consistency, transparency and sustainability of the project efforts; co-operating with international and regional organizations as well as the OSCE Institutions, other Secretariat’s units and Field Operations in order to increase the efficiency of project interventions and ensure complementarity;
  7. Performing related duties as assigned.

Necessary Qualifications:

  • Second-level university degree in international relations, international development, public international law, human rights law, social or political sciences or related subjects. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • A minimum of eight years of relevant progressive professional experience in combating trafficking in human beings, preferably in international organizations;
  • Demonstrated experience in planning, implementing and managing donor-funded projects;
  • Proven knowledge of trafficking in human beings, human rights and rule of law issues, including in humanitarian settings;
  • Demonstrated familiarity with the international and national legal instruments, policies and promising practices on combating trafficking in human beings as well as anti-trafficking stakeholders and their mandates at national and international levels;
  • Experience in the implementation of multi-lateral projects, policy and practice activities related to trafficking in human beings, including in areas of prevention, prosecution and/or protection and assistance;
  • Experience in establishing a working understanding of the roles of and interrelationship among international organizations and national governments in technical co-operation programmes;
  • Professional fluency in English with excellent oral and written communication skills; knowledge of Russian and/or Ukrainian is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications (Outlook, Word, Excel and PowerPoint), internet.

Remuneration Package:

Monthly remuneration is approximately EUR 9,400 with the actual salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
