Org. Setting and Reporting The Market Access Upgrade Programme (MARKUP II) is funded by the European Union (EU) and runs from 2023-2027. With a view to contribute to economic development in the East African Community (EAC) through increased sustainable intra-African and EU-Africa trade, MARKUP II has been designed to improve livelihoods, employment, export competitiveness for MSMEs and economic growth in Africa through supporting the development and strengthening of key export-oriented priority value chains with high potential. The programme will cover activities in Burundi, Kenya, Rwanda, South Sudan, Tanzania and Uganda through the provisions of partnerships with national, regional and international institutions.

The outputs expected from this job are: - Undertake MARKUP II programme management and coordination functions, including at country and sector levels. - Lead the work of ITC’s implementation teams, engaging counterpart staff from partner states as well as relevant partner organizations involved in the delivery of specific project outputs. - Achieve targets set for implementation through monitoring work plans and budgets and ensure project quality assurance.

Responsibilities Under the direct supervision of the Senior Trade Promotion Officer in charge of the EAC region and the general guidance of the Chief, Office for Africa, the Programme Officer will be responsible for the following duties:

  • Manages the implementation and evaluation of MARKUP II within ITC; ensures the efficient delivery of all programme’s component; monitors and analyzes MARKUP II results and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties, including the donor; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with the client and field-based personnel, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Organizes and prepares written outputs, e.g. results-based progress reports and other programme related reporting requirements; prepares annual/country specific calendars of activities; drafts background papers and briefing notes as well as communication and promotional material.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Manages the relationship with European investors to facilitate the establishment of strategic partnerships.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, including contributions towards mid-term and final evaluations etc.
  • Provides substantive backstopping to consultative, technical, sectoral and steering committee meetings and conferences, etc., to include agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities, makes presentations on assigned topics/activities.
  • Leads and participates in large, complex field missions, including provision of guidance to external consultants, government officials, the donor, the EAC Secretariat and other parties.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, financial grants, sub-contracts, etc.).
  • Ensures that cross cutting interventions on gender, youth and environment are properly addressed during implementation and that innovation is created.
  • Performs other duties as required.

    Competencies Professionalism: Knowledge of the international trading system, the trade-related technical assistance environment and recent trends in export development and competitiveness, in Africa; awareness of current and emerging trends in regional trade integration; Knowledge of result-based project management, monitoring and reporting. Familiarity with the EU reporting requirements Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field.

A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of experience in project or programme management, administration or related area is required.

Experience in trade-related project design is desirable.

Experience in regional trade integration in Africa is desirable.

Experience with EU trade and development is desirable.

Experience in EAC-MARKUP implementation is desirable.

Experience in supporting investment in the EAC region is desirable.

Languages For the position advertised, fluency in English is required.
