Org. Setting and Reporting ITC is enjoying consistent demand for its services from the countries in the Asia Pacific region. The objective of the Office for Asia and the Pacific section, within the Division of Country Programmes, is to contribute to trade-led development in the region. For this purpose, the section designs, manages and coordinates technical assistance projects which support the business sector, trade support institutions and policy makers in building export competitiveness. The position will be crucial to the section's work and will enhance the identification, elaboration and application of best practice tools, products and services in the region.

The goal of this job function is to:

  • Build effective client relations with key counterparts in the public and private sectors in partner countries.
  • Feedback intelligence and trade knowledge to technical Units in ITC as a means of ensuring better quality programme and project development with a clear results orientation.
  • Develop coherent and coordinated responses including new programmes and projects which respond to country and regional trade needs, based on ITC’s competencies encompassed by the five business lines, export strategy, business in trade policy, exporter competitiveness, trade support institution (TSI) strengthening, and trade intelligence.
  • Enhance the interface with principal donors and other international partners in partner countries.

    Responsibilities Under the direct supervision of the Chief, Office for Asia and the Pacific and the general guidance of the Director of the Division of Country Programmes, the incumbent will:

  • Undertake detailed analysis of trade development needs.

  • Generate leads which result in trade-related technical assistance (TRTA) projects.
  • Facilitate interdivisional working groups and task forces to meet country and regional programming needs in TRTA. Measure and monitor progress towards the achievement of country programme goals, advising on re-orientation and corrective action where necessary.
  • Plan and coordinate country missions in order to ensure ITC services are well understood at regional and national levels by all stakeholders.
  • Take overall responsibility for the development of TRTA projects and programmes incorporating logical frameworks, detailed work plans, success indicators and results-based criteria.
  • Keep abreast of client demands, world trade and regional trade trends, provide up to date relevant information on competitors and partners to determine appropriate technical responses to clients making the best use of ITC’s products and services.
  • Coordinate the preparation and implementation of integrated programmes for the region.
  • Represent ITC at international fora on trade development related to the region and assist in tailoring agendas to current and future trade challenges.
  • Build relationships with development partners and understand their policies and strategies with the countries and the region in order to take full advantage of opportunities for mobilizing financial resources.
  • Participate in the development of new technical cooperation approaches, in line with changing customer needs, specifically geared towards the needs of the business community, TSIs and enterprises.
  • Supervise project staff and consultants.
  • Performs other duties as required.

    Competencies - PROFESSIONALISM: An understanding of relevant project management methodologies and processes and standards. Strategic understanding of trade-related needs and holistic responses to ITC partner countries. Thorough understanding of the international trading system, TRTA environment and recent trends in trade development. Strong needs assessment and project development skills. Knowledge of the UN, WTO and other trade-related organizations. Demonstrated ability to write clearly and concisely project documents, reports and papers with minimum supervision and under tight deadlines. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education Advanced university degree in economics, business administration or related field.

A first level university degree in the above subjects or related field may be accepted with an additional two years of qualifying work experience.

Work Experience Minimum of seven years of management experience in a multi-cultural and global context in relation to trade development of which at least three in a multi-lateral context is required.

Experience of working with developing countries, including in Asia and/or the Pacific is required.

Experience of needs assessment, formulation, management and implementation of technical cooperation projects is required.

Experience in mobilizing financial resources for TRTA is required.

Experience in preparing budgets, financial and results-based management reports is required.

Languages Fluency in English is required. Knowledge of one of the other UN official languages would be an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
