Org. Setting and Reporting

This position is located within the ITC Office of Africa (OA) under the Division of Country Programmes (DCP). OA/DCP is leading the work of ITC in Africa. As part of its mandate, OA is coordinating ITC’s technical assistance at country, (sub) regional and continental levels especially in the context of the operationalization of the African Continental Free Trade Area (AfCFTA). The work of OA/DCP includes the collection and analysis of country/region intelligence, project / programme design, management and coordination, resource mobilization, client orientation, liaison, coordination, and representation of ITC in various fora and at senior level. The focus of this job is to lead programme design, resource mobilization, partnership development and client orientation.

Responsibilities

The Senior Programme Officer will work under the direct supervision of the Chief of Office for Africa and the overall supervision of the Director, Division of Country Programmes. • Develops new national / regional / continental projects and programmes aiming at increasing ITC pipeline for Africa in relation with partner needs and expectations on the ground; • Conducts needs assessment missions, identify problems and issues to be addressed, promote innovative topics and expertise to be covered in new projects and programmes, reviews relevant documents and reports; liaises with relevant parties; ensures follow-up actions. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends pertaining to the structural transformation of Africa and particularly the African Union Agenda 2063, preparation of research activities and studies related to the regional integration process particularly in the context of the African continental free trade area (AfCFTA), • Organizes and prepares written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications on African LDCs, LLDCs and SIDS. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities, represents ITC at inter-agency coordination meetings and at country, regional, continental, and multilateral events. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) including resource mobilization efforts with traditional and non-traditional technical and financial partners. • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management in trade related technical assistance is required. Experience working in or with Sub-Saharan Africa is desirable Experience in resource mobilization is desirable Experience in partnerships development with bilateral and multilateral development agencies, private sector organizations and/or foundations is desirable Experience with triangular cooperation and South-South Trade partnerships is desirable

Languages

For the position(s) advertised, fluency in both English and French is required.
