Org. Setting and Reporting

This position is located in the Global Strategy and Policy Division in the Office of Human Resources (OHR) of the Department of Managment Strategy, Policy and Compliance (DMSPC). The Senior Programme Officer reports to the Director of the Global Strategy and Policy Division. The Senior Programme Officer will coordinate the change management programme to revise the staff selection process. The progamme is designed as a temporary structure and will coordinate, direct and oversee the implementation of the set of related projects and activities in order to deliver outcomes and benefits related to the longer-term strategic objective of delivering Staff Selection 2.0. The projects will have project teams and project managers with a functional reporting line to the Senior Programme Management Officer.

Responsibilities

Within delegated authority, the Senior Programme Officer will be responsible for the following duties: • Takes the lead to develop, implement and evaluate assigned change programmes to revise the staff selection process /projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed by the change programme and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Ensures implementation of programme’s governance arrangements and reports progress of the programme according to established governance procedures. • Directs research and programme evaluation and presents information gathered from diverse sources. • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, • Provides substantive advice and guidance pertaining to factors, such as the existing delegation of authority framework and other operational contexts, that have implications for design and implementation of projects; • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • May perform other duties as required.

Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in business or public administration, management, human resources management, social sciences, education or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Job - Specific Qualification

Certification in PRINCE2, MSP or other similarly rigorous and globally recognized project management methodology is required.

Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, human resources management, organizational change management or related area is required. Experience in programme or project management involving a governance structure with multiple stakeholders is required. Experience in implementing change initiatives is required. Experience with organizational recruitment or talent acquisition systems, processes and practices is required. Experience in supporting business process improvement is desirable. Experience managing and supporting diversity, equity and inclusion initiatives is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
