Since 2011, the Middle East and North Africa (MENA) region has undergone a dramatic transformation. What was once a middle-income region, where UNICEF was implementing mostly upstream work, has now become the region with the greatest concentration of humanitarian needs in the world with two Level 3 emergencies (Yemen and Syria) and many countries that are facing protracted conflicts as well as civil unrest and/or political transition. The role of MENARO is to support all countries in the region in a more deliberate, consistent and value-added way, explicitly allocating the vast majority of programme and cross-cutting staff time and resources to country office technical assistance and quality assurance.

How can you make a difference?

  • Strengthen the RO budget management role and RO oversight to countries in the region considering the chronic and new emergencies in the region.
  • The position is based in the Programme Planning, Monitoring and Reserach section in the MENA Regional Office under the supervision of the Progrramme Budget Specialist (NOC).
  • Under the supervision and guidance of the Programme Budget Specialist, the Senior Budget Associate supports the RO section (s) by carrying out a range of programme support functions to help develop, implement, and monitor their programme budget, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations. The support can be extended to COs as needed.
  • The Snr. Budget Associate works in close collaboration with a range of staff in the RO, and COs. S/He provides regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track.

Specific responsibilities are highlighted below:

  • Track programme budgets, and utilization, generate reports, analyze, and share management indicator reports (including office scorecards) for reviews
  • Works in collaboration with the budget owners to ensure the overall compliance with donor and grant conditions when allocating and re-phasing funds.
  • Support the capacity development of programme staff to improve the budget monitoring and implementation and financial reports, etc.
  • Supporting the programme section in researching, compiling, and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.
  • Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and making amendments and alterations as per section revisions when necessary.
  • Preparing monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.
  • Support organizing and preparing for programme review and management meetings
  • Prepare programme/project progress/final reports including, indicator and narrative reporting and financial reports
  • Administrative support to audits and evaluations and follow-up on management responses
  • Support units with adopting the system requirements for budget planning and work planning
  • Coordinate and support the rollout of new organizational procedures related to planning and migration to new practices
  • Provide management with compliance reports
  • Ensuring the timely and accurate recording and administrative processing of proposals and reports
  • Carrying out transactions in VISION pertaining to grants and programme-related items for his/her section including but not limited to registering grant allotments and tracking expiring programme grants.
  • Ensure timely allocation to respective programmes of new grants.
  • Monitor grants expiry dates, open commitments ensuring that all funds are fully utilized prior to grant expiry dates.
  • Support in the preparation of the consolidated emergency reports, Annual global thematic reports and donor specific reports by providing the relevant financial data.

The following minimum requirements:

Education: Completion of secondary education, preferably supplemented by technical or university courses in the budget and finance field. • Work Experience: At least At least 7 years of progressively responsible clerical or administrative work with at least one year in close support of programme activities including managing and preparing and working with budgets or funding figures. Good command of Excel, VISION and Insight is required

*For this position, a bachelor’s degree in a relevant field to the role i.e. Budget and Finance, social science, engineering and other relevant fields may replace three years of related work experience and Masters's degree will replace an additional two years of related work experience.

Language Requirements: Fluency in English and Arabic are required. French is an asset.
