ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

In the period 2019-2023, through the Country Strategic Plan (CSP), WFP Cambodia will contribute to achieving Zero Hunger by promoting access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities. WFP will help set standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP will leverage its subnational presence and existing implementation relationships to build scalable models for replication nationally, and enable subnational counterparts’ hands-on learning in intervention planning, management and implementation.

Further, WFP will support national and subnational disaster and climate change risk management and assist national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships.

The CSP aims to contribute to five Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 6 Activities are planned to be implemented to achieve the contributions to the five Strategic Outcomes. The five strategic outcomes are:

Strategic Outcome 1: Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025. Strategic Outcome 2: Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023. Strategic Outcome 3: National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025. Strategic Outcome 4: National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030. Strategic Outcome 5: Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year. Strategic Outcome 6: Vulnerable people affected by crisis in Cambodia have access to nutrition-sensitive food assistance during and after the crisis.To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

Reporting Line:

Under the overall supervision of the Head of RAM Unit, this position reports to the International Programme Advisor - Monitoring, Evidence and Knowledge Management.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines. 2. Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures. 3. Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control. 4. Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders. 5. Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities. 6. Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance. 7. Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area. 8. Act as an escalation point for complex query resolution on all matters within the area of responsibility. 9. Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines. 10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

1. Facilitate and provide support to strategic Monitoring & Evaluation (M&E) direction and programme performance management of WFP’s Country Strategic Plan (CSP) including:

  • Maintain the CSP logframe and Monitoring, Review and Evaluation (MRE) plan, ensuring alignment with corporate guidance and local strategic and programme direction.
  • Develop the annual Monitoring, Review and Evaluation workplan in consultation with functional and programme teams.
  • Maintain outcome, output, gender and protection indicator data, including in WFP’s programme databases and corporate system/tool (COMET).
  • Analyze statistical data and provide M&E related input for quarterly programme/information bulletins, semi-annual and annual reports, as well as for project proposals and planning, among others.
  • Review and report on M&E related Key Performance Indicators (KPI) data at mid-year and end of the year.
  • Participate in UN monitoring and evaluation activities as related to joint programmes and the UN Development Assistance Framework.
  • Ensure gender is considered throughout all M&E activities.

2. Coordinate design and execution of programme monitoring activities including

  • Develop, review, and update monitoring processes and documents, including monitoring checklists, user guides, and the database system manual in consultation with Strategic Outcomes teams.
  • Design and conduct training/refresher training for WFP staff and partners on monitoring tasks, including monitoring checklist questionnaire, and research methodology.
  • Undertake routine data quality checks to ensure compliance with monitoring norms and accuracy, timeliness and consistency of programme data, and appropriate reporting.
  • Consult and collaborate with WFP staff and external partners on monitoring data, including data collection, monitoring questions, research methodology, and monitoring norms, to ensure the quality standards are met.
  • Routinely monitor and coordinate response to complaints and feedback through dedicated mechanisms and track follow-up actions.
  • Collaborate with WFP thematic programme teams to design and develop monitoring methodologies in support of programme transition towards national ownership.
  • Collaborate with WFP’s information technology teams to ensure design and development of appropriate monitoring tools for use by WFP and counterparts.

3. Lead the development and implementation of technical assistance to government partners on M&E (in particular MOEYS)

  • Lead the M&E capacity needs assessment of government partners
  • Develop M&E technical assistance packages based on the identified capacity needs
  • Develop necessary tools, materials, guidance for capacity building technical assistance
  • Lead and manage the capacity building exercises

4. Facilitate and support the design and implementation of periodic programme evaluation activities including

  • Coordinate with external stakeholders and contracted parties on corporate programme, portfolio or thematic evaluations as relevant, decentralized baseline surveys, mid-term reviews, and endline evaluations and/or thematic programme assessments.
  • Support to data collection for surveys, ensuring their quality meets established methodology and design.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Language: Fluency in both oral and written communication in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a minimum of 7 years of relevant experience with increasing level of responsibility.
  • Has knowledge of data management and monitoring processes, procedures and systems gained through technical training and/or work experience.
  • Has experience designing and managing M&E systems, including root cause analysis, theory of change, M&E framework, logical framework, data collection tools and indicator tracking databases
  • Experience building questionnaire forms using KOBO Toolbox or other equivalent mobile data collection tools is desirable.
  • Skilful in statistical analysis software (SPSS, R or Stata), Tableau, and Microsoft Office package.
  • Has experience building monitoring capacity of peers, preferably to government officials at national and sub-national level as well
  • Has experience developing multi-year M&E strategy
  • Has experience analysing data and developing user-friendly evidence, including reports
  • Technical knowledge on school-feeding programmes, disaster risk management, cash-transfer programmes are preferableA
