You have:
- At least 5 years of professional experience in designing, implementing and managing Disaster Risk Reduction or Climate Resiliency programming
- Strong understanding of EWS components and current projects and stakeholder in Cambodia
- A university degree in a relevant field (e.g: disaster risk management, climate change or similar)
- Strong networking, representational, and negotiation skills
- Proven track record of successful project/programme proposal writing and budget development
- Proven experience in engaging with the private sector and government ministries at the national and sub-national levels
- Strong critical thinking, problem-solving, coaching, and mentoring skills
- Excellent spoken and written English
- High ethical standards and ability to endorse principals of confidentiality, commitment to and understanding of PIN's aims, values and principles
Description
Main responsibilities:
Programme Development and Implementation:
- Support PIN’s Cambodia Country Program (CP) to develop new EWS interventions or strengthen existing ones;
- Lead and/or support proposal development processes related to EWS, in close coordination with Cambodia CP and the Institutional Fundraising Unit;
- Establish and build relationship with government ministries, development partners, internal and local NGOs which support programme development and strengthening;
- Provides technical and coordination support, advice and guidance in relevant areas of EWS, to individual CPs, ensuring that protection mainstreaming and conflict sensitivity concerns are considered to ensure the highest quality of delivery possible;
- Contributes and supports as needed project evaluations, in cooperation with the MEAL unit and CP MEAL teams;
- Supports country teams in anticipating and addressing possible challenges in project implementation.
Capacity building and learning:
- Tracks key trends and policies in the EWS/DRR field, including linkages with anticipatory action (AA), and ensures they are reflected in PIN’s programming and strategies;
- Develop learning documents (capability statements, how to guide, lessons learnt, etc) to be used for internal learning and external visibility and positioning;
- Cooperates and collaborates with regional and global DRR, EWS and Anticipatory Action (AA) advisors for programme strengthening;
- Identifies training needs and gaps with EWS project team, maps out training opportunities in the country, and facilitates capacity building in collaboration with HQ.
Representation and networking:
- Identify and participate in relevant EWS/DRR events, conferences, and workshops;
- Follow key sector trends and ensure relevancy within PIN’s DRR portfolio;
- Explore opportunities to develop linkages with scientific partners, private sector and higher education to leverage their expertise, knowledge and capacities for programming development;
- Collarborate with communications team to develop communication materials to promote PIN’s EWS projects.
Miscelleanous:
- Contribute to the development of PIN’s organizational policies and programmatic work by participating in strategic and programmatic discussions; proactively proposing improvements to PIN’s approaches and strategies;
- Internal coordination with other technical advisors, MEAL, Digital Unit and Communication department;
- Perform other tasks as requested by line manager.
