The UNICEF Field Office in Tijuana caters to the States of Baja California and Sonora in the areas of child protection (specifically, migration), education, water and sanitation, adolescent development, and social and behavioral change (SBC). The UNICEF team in Tijuana is consistently on the front line in terms of the CO’s response to the humanitarian needs of children and families on the move. Its proximity to the US border makes it a strategic site in terms of advocacy, partnerships and resource mobilization in migration-related issues.

The Senior Programme Associate (GS-7) will support the Chief of Field Office and various programme teams, in coordination with the Operations team in the Country Office, in all administrative, financial, logistical and supply issues required for programme implementation in the States of Baja California and Sonora.

How can you make a difference?

As the next Senior Programme Associate you will manage all financial and administrative transactions of the Tijuana FO, particularly in the areas of Administrative management, Financial management and Logistical support (warehousing and inventory)

The Senior Programme Associate (GS-7) will be required to travel regularly between Tijuana, Mexicali (Baja California), and other towns in the State of Baja California.

Under the leadership of the Chief Field Office, your main responsibilities will be:

  • Support to financial planning, management, and budget management
  • Cash management
  • Administrative support and property management
  • Contract arrangement and control
  • Supervision of warehousing and inventory management

To qualify as an advocate for every child, you will have the following mandatory requirements...

  • Education: Completion of secondary education, preferably supplemented by technical or university courses in Finance, Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health, or related social science field.
  • Work Experience: At least seven years of progressively responsible experience in one of the following areas: programme / project support, administration, finance, operations.
  • Language Requirements: Fluency in Spanish and proficiency in English.

For this position, a bachelor’s degree from a recognized academic institution in a relevant field may replace three years of the required work experience.

It will be considered an advantage if you have (although you are not required to)...

  • Work experience in emergency duty stations, field office settings, HACT, and working with UN agencies.
  • Experience in financial and administrative management may also be an asset.
  • Fluency in English is an advantage.
