ORGANIZATIONAL CONTEXT

Since 2015, Mozambique has endured crippling fiscal downturns and a devastating increase in poverty. The nation enters the United Nations Decade of Action on delivering the Sustainable Development Goals facing recurring climate shocks, continued violence and insecurity, and amplified, persistent acute and chronic food and nutrition insecurity. Access to food remains a key concern in Mozambique; just over half of all households cannot afford a nutritious diet, and an average of 25 percent of households suffer from shock-affected acute food insecurity at least once a year, compounded by longer lean seasons caused by climate change.

Acute food insecurity has been on the rise in recent years in northern Mozambique, as conflict and recurring displacement, compounded by climatic and economic shocks, have disrupted communities’ agricultural activities, livelihoods, and purchasing power. Nearly 1.1 million people in Cabo Delgado, Niassa, and Nampula provinces are estimated to be suffering “crisis” or “emergency” levels of hunger, of which over 930,000 of these are located in Cabo Delgado alone, as per the latest Integrated Phase Classification (IPC) analysis. Demonstrating its ability to respond according to need at scale and with agility, WFP expanded life-saving food assistance in northern Mozambique from 30,000 internally displaced persons in 2018 to over 1 million people in 2023.

Under its new Country Strategic Plan (CSP) covering July 2022 – December 2026, aims to assist the country in arresting and reversing the deteriorating food security and nutrition situation of recent years. WFP will apply appropriate, risk-informed resilience-building approaches across the triple (humanitarian–development–peace) nexus, saving lives in emergencies while changing lives by assisting populations to adapt and improve their livelihoods and better withstand recurring shocks. The CSPs, Strategic outcome 1 aims to save lives and protect the food security and nutrition status of vulnerable people and communities affected by shocks and strengthen essential health and nutrition service delivery while leveraging opportunities to initiate resilience building and self-reliance activities.

JOB PURPOSE

The Senior Programme Associate based in WFPs Mozambique Country Office supports the delivery of WFP’s emergency response as well as capacity-building support to government counterparts in the country. The candidate must have the necessary experience to ensure adequate levels of support by WFP, as well as the interpersonal skills to facilitate effective coordination between multiple units, field offices, and national and sub-national government counterparts to meet the urgent requirements of the affected population.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines. 2. Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures. 3. Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control. 4. Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders. 5. Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities. 6. Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance. 7. Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area. 8. Act as an escalation point for complex query resolution on all matters within the area of responsibility. 9. Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines. 10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
