ORGANIZATIONAL CONTEXT

Since 1979, WFP has provided support to the Cambodian people to meet their emergency needs and enhance the long-term food and nutrition security of vulnerable households and communities. Across Cambodia, WFP has supported the building and rehabilitation of rural infrastructure and productive assets, implemented programmes to improve maternal and child nutrition, provided nutrition care and support for people living in HIV/AIDS and tuberculosis, supported humanitarian coordination and assisted disaster-affected households, and promoted children’s education and health through its school meals programme and scholarships to children from poor households.

The WFP Country Strategic Plan (2019-2023) aims to complement and contribute to the Government of Cambodia’s efforts to achieve zero hunger through supporting school feeding programmes, strengthening resilient local food systems, enhancing government capacities on crisis management and disaster risk reduction, promoting digital transformation, enhancing food security, nutrition and social protection governance and providing supply chain services. The Country Strategic Plan is aligned with the Government’s Rectangular Strategy for Growth, Employment, Equity and Efficiency Phase IV (2019-2023), and priorities identified in the National Strategy for Food Security and Nutrition (2019-2023), National Social Protection Policy Framework (2016-2025), National Action Plan for Disaster Risk Reduction (2019-2023) and the United Nations Development Assistance Framework (2019-2023).

BACKGROUND AND PURPOSE OF ASSIGNMENT

The Senior Programme Associate (EPR) will support WFP’s emergency preparedness and response programmes and assist Government and inter-agency disaster preparedness, coordination and response in Cambodia. This role will also serve to further define WFP’s actions within its mandate in Cambodia and implement emergency preparedness and response activities within the Country Strategic Plan (2019-2023), including WFP’s role as co-chair of the Humanitarian Response Forum (HRF) and host of the HRF Secretariat.

Reporting line: Emergency Preparedness and Response (EPR) Officer

KEY ACCOUNTABILITIES (not all-inclusive)

The Senior Programme Associate (EPR) will be responsible for the following:

Programme management

  • Support the development of emergency preparedness and response programmes and action plans for WFP Cambodia within the scope of the Country Strategic Plan (CSP), in consultation with the Government and partners and in line with WFP corporate policies.
  • Contribute to developing, monitoring and reporting on work plans and budgets for the emergency preparedness and response portfolio to track progress against objectives and targets, identify challenges and propose solutions.
  • Liaise across functional teams in WFP to ensure a well-coordinated and coherent approach.
  • Undertake field missions to support the implementation and monitoring of emergency preparedness and response programmes with a focus on ensuring and documenting the ownership, sustainability and cost-effectiveness.

  • Contribute to knowledge products related to emergency preparedness and response, including situation reports, early warning information, assessment reports, dashboards, and presentations. Synthesize key findings and present these to internal and external audiences as required to inform decision-making processes.

  • Support partnerships for collaborative implementation of emergency preparedness and response activities, including with Government, UN agencies, development and humanitarian partners, civil society organizations, academia and the private sector.
  • Contribute to the development of funding proposals for emergency preparedness and response programming in line with the Country Strategic Plan and priorities of the Government and partners.
  • Support WFP’s internal readiness and capacities for emergency preparedness and response, including trainings and workshops to ensure that the Country Office and Area Offices meet corporate standards. This includes updating/completing the Emergency Preparedness and Response Package and Business Continuity Plan in consultation with functional teams.
  • Contribute to corporate planning and reporting requirements, including the Annual Performance Plan, Annual Country Report and risk register, among others.
  • Ensure gender, disability and accountability to affected populations are considered throughout all areas of work.

Technical assistance

  • Support the National Committee for Disaster Management and line ministries in implementing the National Action Plan for Disaster Risk Reduction (NAP-DRR) as an instrument to guide and reinforce national priorities.
  • Support Government and partners to update national and subnational contingency plans for potential disasters.
  • Support the design, organization and facilitation of simulation exercises for specific hazards to test/practice contingency plans with stakeholders from the national and subnational levels.
  • Support the Government and partners to utilize the disaster management information system Platform for Real-time Impact and Situation Monitoring (PRISM) for emergency preparedness and response.
  • Support the development of a capacity strengthening plan for emergency preparedness and response, including training to enhance national and subnational capacities in consultation with the Government, Cambodian Red Cross, Humanitarian Response Forum member agencies, and other stakeholders.
  • Support efforts to formulate, integrate and/or implement WFP’s sector-specific and cross-sectoral areas of engagement, including the logistics preparedness working group, food security and nutrition sector group, and humanitarian cash working group, in the above initiatives, where appropriate.

Humanitarian coordination

  • Support WFP’s humanitarian coordination role as co-chair and secretariat of the Humanitarian Response Forum (HRF) in consultation with HRF sector lead agencies and members, national and subnational authorities and other stakeholders. Duties include the following: organize and facilitate routine and ad-hoc meetings, prepare and circulate minutes of meetings, maintain and curate the HRF website, update the 3Ws matrix, among other tasks.
  • Contribute to the review, update and potential redesign of the HRF architecture and processes, including terms of reference for co-chairs, sector leads and co-leads, and sector members; existing and proposed sectors; information management; contingency plans and other aspects of the HRF.
  • Participate in national and subnational coordination forums to ensure effective collaboration for emergency preparedness and response with the Government, Cambodian Red Cross, Humanitarian Response Forum member agencies, and other stakeholders, including the Joint Action Group (JAG) and Cambodia Humanitarian Forum (CHF)/Preparedness Partnership of Cambodia (PPC).
  • Support coordination of WFP’s sector-specific and cross-sectoral areas of engagement, including the logistics preparedness working group, food security and nutrition sector group, and humanitarian cash working group.
  • Any other duties as required.

  • Programme Lifecycle & Food Assistance: Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.
  • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
  • Analysing and Using Information/Data: Leverages insights from multiple sources of data to identify trends, determine interrelationships among multiple issues and identify innovative solutions that impact partnerships. Leverages data-based narratives from across WFP engagements to add value to existing and new partnerships. Uses and promotes technology and digital tools to collect, collate, analyse and share data and data-based insights
  • Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
  • Emergency Programming: Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a minimum of 6 years of relevant experience with increasing level of responsibility.
  • Prior professional experience in emergency preparedness and response.
  • Experience with organization and coordination of meetings, trainings and workshops.
  • Experience in organizing disaster simulation exercises for national/subnational stakeholders.
  • Able to build and sustain effective collaborative relationships with Government partners and stakeholders.
  • Experience with early warning systems and disaster management information systems.
  • Excellent verbal and written communication skills; ability to communicate complex messages with stakeholders.
  • Has experience utilizing computers, including Microsoft Office package (e.g. Word, Excel).

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language: Fluency in both oral and written communication in English.
