POSITION DESCRIPTION

POSITION TITLE****: Senior Program Manager (EpiC Myammar)

LOCATION: Yangon, Myanmar

EpiC is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In Myanmar, EpiC will work in Yangon region to address critical gaps and bottlenecks in the response to HIV among KPs in Myanmar and build capacity of local, community-based KP organizations to deliver HIV services tailored to the needs of KPs. In addition to activities mentioned above, EpiC Myanmar will focus on improving uptake of and access to HIV pre-exposure prophylaxis (PrEP) as well as enhancing the general HIV services for transgender individuals in Myanmar.

FHI 360 is seeking a Senior Program Manager (SPM) to work closely with other EpiC Myanmar Team members to ensure financial, operational, technical, programmatic efficiency, compliance, and reporting. The SPM will provide technical and programmatic support to EpiC activities in Myanmar including monitoring project activities and budget as well as helping to organize EpiC team efforts and activities in Myanmar. This position reports to the EpiC Myanmar Project Director.

Responsibilities:

The Senior Program Manager has the following responsibilities:

• Coordinates and monitors EpiC Myanmar project activities under the guidance of the EpiC Myanmar Project Director
• Supports the EpiC Myanmar team to ensure that activities are carried out according to the workplan, timeline, and budget
• Collaborates with Technical, Financial and Operations staff to ensure that program implementation is managed closely and effectively
• Monitors and enforces compliance with USAID and FHI 360 regulations and policies
• Works with EpiC Myanmar staff to develop terms of references (or other similar agreements) and formalize into contracts (e.g.,consultant work orders, sub- contracts, purchase orders, etc.).
• Serves as liaison between Corporate and project staff about consultant agreements and work orders, fixed price agreements, sub-contracts, sub-agreements, and necessary modifications
• Ensures that all deliverables for all contractual arrangements are tracked, monitored, and delivered; includes developing and managing an appropriate tracking mechanism
• Supports the Project Director to provide guidance and mentorship for EpiC Myanmar staff, ensuring clarity over plans and priorities and encouraging effective teamwork
• Supports regular reporting (monthly, quarterly, annual) and ad hoc requests from the prime and USAID
• Develops and delivers project plans, documentation, training, presentations, and reports to document and share EpiC accomplishments, challenges, and lessons learned
• Coordinates the collection and review of data to monitor and report progress with meeting project indicators as defined in the EpiC Myanmar M&E plan
• Supports the EpiC Myanmar Project Director in building, developing, and growing partnerships and relationships with stakeholders, partners and others
• Represents EpiC Myanmar in external meetings and discussions as delegated by the EpiC Myanmar Technical Director

Required Qualifications:

• MBBS, B.Pharm, BMLS Lab. Sciences, microbiology, Biochemistry with Master’s degree in Public Health, Epidemiology, Pharmacy and other related areas
• Minimum 5 years of experience in HIV treatment and community ART experience in international development related to HIV/AIDS comprehensive services
• Strong experience with USAID programs and operations including regulatory and reporting requirements
• Demonstrated knowledge of HIV in Myanmar
• Strong organizational skills and attention to details
• Strong analytical skills and the ability to use data for decision making
• Strong English written, oral, and presentation skills
• Demonstrated interpersonal skills in facilitation and stakeholder engagement/coordination
• Willingness and ability to travel within Myanmar and overseas as needed occasionally
• Authorization to work in Myanmar

Preferred Qualifications:

• Myanmar national
• Prior experience working in an NGO organization and environment

Supervision

• May supervise other FHI 360 EpiC staff members in Myanmar
