Background

The Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts, provide a platform for continued Ukrainian efforts in implementing OSCE commitments.

This fixed-term post is financed from the Extra Budgetary SPU project under the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC). The SPU is planned to run until July 2025. The post is subject to the availability of funds, as well as an extension of the project duration.

Please note that this post is located in Kyiv, Ukraine.

Tasks and Responsibilities

Under the direct supervision of the Senior Procurement Associate and overall guidance of the Administrative Officer, the incumbent performs the following duties:

• Assists in and contributes to planning and managing of all procurement and contractual aspects related to procurement of diverse goods, services and works in accordance with the local legislation and OSCE procedures; • Performs procurement of goods/services/works required by the Programme, ensuring its compliance with related OSCE regulations; and executing relevant transactions in Oracle. Performs regular closure and reconciliation of PO’s and PR’s. Identifies potential suppliers and verifies their reliability in accordance with OSCE standards. Continuously maintains the OSCE Vendor Registration Database ensuring that all entries are properly documented and filed; • Regularly liaises with current and potential suppliers in regards to various issues: delivery terms for goods and services; warranty issues; price schedules and terms of payment; acceptance and signing of POs; • Obtains price offers from contractors and places POs for goods and services within existing Local Window Contracts. Places Blanket Releases for purchasing of goods within established Corporate Window Contracts; handles Informal Price Solicitation procedures: obtains competitive quotations from vendors; makes analysis and price comparison of the offers; makes necessary records and documentation to properly keep procurement files; • Conducts Requests for Quotation (RFQ) procedures: prepares and issues Request for Quotation Forms and other related documents; makes administrative examination and financial evaluations of the obtained competitive quotations; • Assists in preparation of other procurement related documents including, but not limited to: Sole-Source Contracting forms, FMMC draft minutes, Contractor Performance Evaluation Forms, clarification notes. Administers contracts as assigned and awarded by the relevant authority. Liaison with contract owners as required to facilitate implementation of awarded contract;

• Performs other duties as required.

Necessary Qualifications

• Completed secondary education supplemented by commercial courses/courses on purchasing techniques or other type of training relevant to the job. CIPS 2 or equivalent professional certification would be an asset; • Minimum 6 years of working experience in the field of procurement or in other related areas, part of which should preferably have been in an international environment. Prior work experience should include procurement activities. Prior experience in the use of ORACLE would be an asset; • Computer literate with practical experience with Windows XP, MsExcel, Novell Group Wise applications; • Excellent oral and written communication skills in English and Ukrainian.

Remuneration Package

Monthly remuneration, subject to social security deduction, is USD 1,953 as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
