Organizational Setting and Reporting Relationship The position of Senior Planning and Policy Specialist is assigned to the Strategy, Policy and Business Process Division (SPBP)within the Strategy, Policy, and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.

You will report to the Director, SPBP, and will supervise National Staff and Administrative Staff.

Your Role As a Senior Planning and Policy Specialist, you will (i) support strategy and policy development, coordination, and dissemination; (ii) assist in and contribute to operations coordination and monitoring activities to foster alignment of operations with medium to long term directions and strategies; and (iii) facilitate the efficient application of ADB policies and procedures and contribute to the review and update of the operations manual. You will work within general policies, principles, and goals, working directly with clients.

You will: ● Undertake and provide substantive contribution to strategic planning and policy coordination. ● Formulate and review strategy, planning, and policy papers and offers innovative ideas on development, organizational, and other complex issues. ● Provide substantive support to Management and the Board of Directors on strategic planning issues. ● Prepare, formulate, and review operations manuals covering policies and procedures. ● Provide operational support by clarifying issues and answering questions about specific directional documents and guidelines, for example, the Operations Manual, Staff Instructions, Staff Guidance, or other business process- related documents. ● Liaise with various departments and offices on the implementation of business processes. ● Foster knowledge sharing and disseminates relevant information, findings, and lessons to increase awareness and knowledge in ADB about operations policies and business processes and various strategic and policy initiatives. ● Act as a resource person for internal training and external briefings on ADB policies and procedures. ● Work with relevant departments to support the efforts by ADB and Management to communicate the information about ADB’s operations and its strategic directions to internal and external audiences. ● Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance. ● Ensure the ongoing learning and development of reporting staff.

Qualifications

You will need: ● Master's degree, in law, economics, finance, business, public administration or related field. Alternatively, a University degree in related fields combined with additional relevant professional experience can be considered. ● At least 10 years of combined professional experience, with excellent knowledge of development conditions and challenges across the Asia-Pacific Region, and of the broader international development agenda. ● International experience working in developing countries, experience in Asia preferred. ● Technical expertise and thorough knowledge of strategic objectives, priorities and operational procedures of ADB or similar multilateral institutions. ● Good understanding of ADB products and services. First-hand experience in an ADB regional department would be an advantage. ● Strong analytical skills. ● Ability to work collaboratively across different teams in the organization, work constructively as a team member and lead work when required. ● Ability to effectively operate as part of a team and to coach team members to develop their capabilities and potential. ● Excellent oral and written communication skills in English. ● Please refer to the link for ADB Competency Framework for International Staff Level 5.
