Under the direct supervision of the Chief of Operations/Operation Manager undertakes administrative management support services in a country or sub-country office, the incumbent assists in ensuring efficient and cost effective administrative support services, providing guidance to administrative staff as well and supporting staff in office administrative assignments. Ensures the office’s administrative operations and services are in compliance with the organization's administrative policy, procedures, rules and regulations.

How can you make a difference?

As part of the CR team and based out of Kabul, the incumbent will be accountable for operations functions, facilitate change, provide risk informed, solution-focused analysis, advice and services and contribute to programme and management decisions for delivering results for children in specific operational contexts. Â Operations Associate will accomplish this by:

  • Facilitating services in the functional areas of operations support: Financial Advises and assists international staff, experts and consultants on all aspects of allowances, salary advances, travel claims and other financial matters, and calculates and authorizes payments due for claims and services.
  • Initiates correspondence to verify data, answers queries and obtains additional information on accounts and financial transactions, as required.
  • Prepares detailed cost estimates, and participates in budget analysis and projects, as required.
  • Understanding business needs for the office, proposing viable solutions aimed at value for money.
  • Supporting the management of office premises and facilities in Kabul and the Outposts in Gardez, Bamyan and Daikundi as needed;
  • Operations of delivery of administrative support services are timely and effectively provided.
  • Property management of administrative supplies assistance ensures, office equipment, vehicles and other properties is effectively maintained.
  • All administrative transactions and arrangements of contracts satisfy the requirements as stipulated and are in compliance with the applicable policies, procedures, rules and regulations.
  • Supporting the Administrative and Programme Assistants in the different outposts to ensure efficiency, effectiveness and adherence to UNICEF policies and regulations.
  • Supporting the fundamentals of ICT management, information security and controls in coordination with the ICT team in the ACO.
  • Other tasks that may be assigned to the incumbent by the Operation Officer.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Support the financial oversight management, monitoring and reporting of all the country programme budget - and where applicable private sector fundraising budgets; make analysis as needed.
  • Implement Supply plan for the office and stay abreast of the regional strategies.
  • Enhance Risk Management to increase organizational performance and strengthen internal control.
  • Support the office with up-to-date information to make operational and programmatic risk informed decisions.
  • Support implementation of appropriate implementation of policies and procedures and provide feedback on policy and internal controls as appropriate.
  • Support implementation of mandatory anti-fraud systems, processes and actions.
  • Support mitigation of risks of engagement with external partners via appropriate, risk-informed due diligence.
  • Ensure further operational centralization and optimization for maximized efficiency gains.
  • Participate in the review of Operations processes and recommend measures to minimize cost, reduce duplication of work and maximize efficiencies while creating an environment of smarter controls to render the organization ready to respond to programme needs.
  • Strengthening internal and external-facing partnerships and leveraging UNICEF oversight and understanding of financial management across all areas of the office.
  • Provide technical support on HACT implementation, including follow-up actions required on result of financial assurance activities (spot checks).
  • Contribute to UNICEF Office resource mobilization through written financial reporting, and analysis

To qualify as an advocate for every child you will have…

  • Completion of Secondary School, University level courses in administration, finance, or any other related field of discipline relevant to the job is an asset.
  • A minimum of seven years of relevant professional experience in with both national and International work experience in office management, administration, finance, accounting, ICT, human resources or supply.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
