BACKGROUND

In Sri Lanka. a lower-middle-income country, WFP is committed to achieving the Sustainable Development Goals (SDGs) in tandem with sister UN Agencies and the government, and in particular, SDG 2, Zero Hunger.

Despite sound health indicators in Sri Lanka, in comparison to its South Asian neighbours, maternal, new born and child malnutrition continue to pose major challenges for the country, which is characterized by a high level of acute malnutrition, mild to moderate level of chronic malnutrition and widespread micronutrient deficiencies. Further compounding the issue is the increased prevalence of overweight and obesity, as the country undergoes a dramatic nutritional transition influenced by economic growth, urbanization and shifts in the quality and quantity of diets.

A WFP five-year Country Strategic Plan (CSP 2018-2022) was developed in consultation with the Government and other stakeholders and informed by contextual, gender and gap analyses, and recommendations from the 2017 National Strategic Review of Food Security and Nutrition towards Zero Hunger. It supports Sri Lanka’s national development vision with four major Strategic Outcomes:.

➢ Strategic outcome 1: Crisis-affected people have access to food all year round; ➢ Strategic outcome 2: School-age children in food-insecure areas have access to food all year round; ➢ Strategic outcome 3: Children under 5, adolescent girls and women of reproductive age have improved nutrition by 2025; and ➢ Strategic outcome 4: Vulnerable communities and smallholder farmers have strengthened livelihoods and resilience to shocks and stresses all year round.

WFP is seeking a qualified and experienced candidate for the position of Senior Operational Information Management & Reporting Associate (SC7) to support all Operational Information Management and Performance Reporting (OIM) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio.

JOB PURPOSE

The purpose of the job is to support all Operational Information Management and Performance Reporting (OIM) activities and contribute to the establishment and presentation of a standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organization.

The Operational Information Management & Performance Reporting (OIM) Senior Associate will work under the direct supervision of the Head of Research, Assessment and Monitoring (RAM) Unit with technical guidance from the Deputy Country Director and strategic guidance by the Country Director. He/she will liaise closely with the RAM team, Programme and Communication teams to ensure synergy, accuracy and coherence in information management on strategic and aligned information outreach approaches.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead the preparation of Annual Corporate Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
  • Responsible fort he review, publication, and technical support for drafting of regular operational information management products such as Country Briefs, Situation Reports, input to Daily Operation Brief for senior management, Dashboards or Topic Briefs, in line with established review and approval workflows.
  • Support the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP's operational reporting.
  • Support the collation, analysis and communication of the 'Essential Elements of Information' pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level.
  • Support the preparation and development of evidence products (e.g. monitoring findings briefs, market reports, info products on programme activities) for programme and RAM using a range of data visualisation tools that are tailored to particular audiences. Coordinate with HQ and ensure that products are uploaded to the country page of the corporate web site as required.
  • Provide support on copyediting, design and information synthesis particularly for external products, including preparation of donor reports.
  • Support Management with coordination of the Food Security Cluster working with RAM team, to compile and showcase assessment results, agenda setting, coordinating with the RCO and HCT, minute taking, and dissemination as required.
  • Collaborate with UN counterparts to ensure consistency in humanitarian information and to complement WFP analysis and information; compile and report on RCO managed monitoring reports and results and populating the UNINFO Platform.
  • Support in strengthening the accessibility, flow and quality of products to communicate essential operational information, data and evidence for internal use and decision making. This can include setting up, expanding and maintaining existing interactive dashboards, online platforms and static products to map out the information; and engaging with various business units to optimize the data flow liaising with RBB RAM unit and other units.
  • Support onboarding of new staff with information and guidance on required OIM processes in the CO.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor's degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, International Relations, Social Sciences or another relevant field with a minimum of 3 years of postgraduate professional experience in a national or an international organization or, an advance diploma/HND with 5 years of postgraduate professional experience in a national or an international organization.

Language: Excellent oral and written communication skills in the English language. Fluency in local language/s.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Minimum of 3 years relevant work experience in preparing and designing reports, templates and infographics, collating and analysing information
