The IRC is working in Libya since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas providing life-saving health and protection services, health system strengthening programs nationally, building the capacity of Libyan youth in peacebuilding and governance initiatives and supporting locally led recovery and development. IRC’s team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals. Currently the health program is implemented in the West, East and South of Libya and provides a range of mobile, facility-based, and community-based health services directly and in partnership – from life-saving medical screening, treatment, and referrals to health care services at the Community Day Center and local primary healthcare centers (PHCs), to community health interventions and health system strengthening at Ministry, district, and PHC levels. In partnership with the MoH, the IRC has contributed to the development of and is assisting national rollout of the Essential Package of Health Services and the District Health Information System-2 (DHIS-2) in collaboration with the Health Information Center at MoH and WHO. In addition to the roll out of the health promotion strategy and key health promotion messages.

Job Overview/Summary:

The Senior Officer- Health Data is a new position and will report directly to the Health Manager. S/he will work closely with the MEAL Manager to strengthen the quality of health program activities and support the MEAL team by mainly being responsible for the overall Design, Analysis, Reporting & Development “Automation” of innovative and systematic data collection and analysis processes. H/She will ensure proper tracking on processes, tools, indicators, and partners to inform harmonization, and move the implementation of District Health Information System -2 (DHIS-2) to the reporting stage. H/She will act as focal Point and provides support to ongoing health activities and related reporting. Responsible for health data validation, verification, and reporting. Provides regular feedback to the health manager and teams on project’s progresses against planned targets. Provides technical support, training, and supportive supervision to the data collectors at the targeted health facilities, community health workers and partners. Identify the technical and operational gaps for the implementation of the DHIS-2 and other data platforms and provide solutions. S/he will work with HIC-MOH and WHO to include a set of data collection tools and tally sheets for all areas covered by the ESP to be integrated into DHIS2. Provide technical assistant to the District Health Officers (DHOs) to produce a standard dashboard for monthly activities. Produces data visualization tools, creates dashboard and reports to reflect the timely manner results for all activities from all program and act as the monitoring and evaluation focal point the health program. Support the Quality Assurance teams in the tracking and implementation of quality improvement corrective action plans.

Major Responsibilities:

- Under the supervision of the Health Manager, the Senior Officer- Health Data is responsible on developing, strengthening and quality of health programs’ data through: - In collaboration with MEAL manager and Health Manager, ensure and update the project monitoring and evaluation plan/Indicator matrix and monitor program activities each month/quarter for donor reporting.

- Work with the Health Manager, Health Coordinator and M&E teams to ensure that all proposed activities under different donors are captured and tracked in the projects monitoring and evaluation plan/Indicator matrix

- Support the health teams with preparation of data for internal and external donor reports. - Assist the health program staff in developing weekly/monthly work plan and monitoring activities according to the developed work plan.

- Design and develop data collection tools, best feasible practices for data collection forms, technologies, and methodologies using Microsoft Excel/Access and other software such as DHIS-2, CommCare, Kobo and Activity info, etc… in consultation with Health Coordinator, Health Manager and M&E Manager, if necessary, and document all the tools such as tally sheets, daily reports, commodities consumption documents etc. - Develop and manage databases for regular supportive supervision and indicator information as may be required. - Conduct joint data quality checking/audit on a regular basis with input from M&E staff. - Analyze data in consultation with the health Manager, M&E staff, document findings for recommendations and decision-making in a timely manner. - Interpret data and other information and produce weekly and monthly reports and share within the health teams. - Build partners and health facilities’ capacity on data management, validation, and analysis through training and on job technical support. - Develop positive and professional relationships with the team and encourage careful data collection and communication to better understand the challenges, opportunities and document lessons learned on over or under -achievements and success stories. - Organize and participate in the regular weekly and monthly meetings with partners M&E and local health authorities Data persons and provide feedback on data/reporting. - Assist in identifying the areas where innovative technology could improve surveillance and response OR using digital data collection, if necessary, and train partners data persons. Manages all data compilation for the IRC health program, including data from fixed and mobile clinics and community health workers/Volunteers. - Carry out training on data collection. - Undertake regular supportive supervision visits (at least one visit per month) to implement pre-designed activities and prepare field visit reports to the Health Manager and MEAL manager - Keep proper inventory of all health equipment and in conjunction with logistics ensure that they are properly serviced and maintained. - Support the quality assurance manager to track quality improvement indicators and progresses against corrective action plans - Take all health program meeting minutes and ensure that they are properly filed.

Staff management

The Senior Health Data Officer will be the line manager of the Data Clerk/s. S/he might also supervise and train volunteers to execute data collection and data entry assignments, if needed.

Key Working Relationships:

Position Reports to: Health Manager and will have indirect reporting lines with the MEAL manager

Working Environment: This position will be based in the IRC field office in Tripoli, Libya with frequent visits to the field

Qualifications

Job Requirements:

- Master’s degree in public health, biostatistics, social sciences, or related field of study. - At least two years of experience in developing and managing health data. - Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access. Experience in DHIS2, Tableau, ArcGIS, ONA, Kobo Toolbox, PowerBI or similar software applications in an added advantage.

- A creative and analytical thinker, with strong coaching and mentoring skills, who has a proven ability to lead in capacity and organizational development. - Demonstrated ability to self-motivate, use initiative, be flexible, and actively contribute to program’s success and development. - Ability to work well both within a team and independently; - Excellent communication, facilitation, problem-solving, cross-cultural and interpersonal skills. - Fluency in English language required; Arabic language skills a plus
