Senior National or International SUN Advisor (Development of the national multisector nutrition ) under the Scaling Up Nutrition (SUN) - 11 months (seconded to the Govt. of Sudan)

Overview

Provide technical and strategic guidance for the SUN movement in Sudan.

You have:

• An advanced university degree (Master’s or higher) in Public policy, Management in Public Health, Nutrition, or related fields.
• A minimum of ten years in Public policy or administration, management, public health, nutrition, etc.
• Proven ability to strengthen capacity of national counterparts and partners to sustain activities.
• Strong skills in facilitation, project management, team-building, communication, mediation.
• Ability to manage and conduct large and complex analyses, including collating and presenting data, monitoring and evaluation, reporting.
• Previous work experience and familiarity with large organizational structures within a headquarters and/or regional context.
• Previous work in SUN in a similar context is preferred.
• Advanced skills in Excel and PowerPoint are required.
• Fluency in English is required and knowledge of Arabic is an asset for international consultants.

Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan's, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. How can you make a difference?

The senior national or international consultant will be required to provide technical as well as strategic guidance to the SUN focal person and Coordinator for the improved functioning of the SUN movement in country including support for the Governance structures, the establishment of a SUN secretariat as well as specifically provide technical and strategic guidance for the development of the national multisector nutrition action plan that require inter-ministerial collaboration and commitment.

Key Activities/Tasks

• Support the steering committee in updating, finalizing & endorsing SUN operational manual

SUN operational manual finalized, endorsed by the Steering committee and shared with all networks.

• Support in the establishment of an inter-ministerial committee with participation of all line ministries and governmental bodies

One inter-ministerial committee with participation of all line ministries and governmental bodies established

• Support in conducting steering committee meeting/s inviting high level representation and chaired by SUN focal person (US level) with participation from all network’s members

Minimum one Steering committee meeting conducted inviting high-level representation and chaired by SUN focal person (US level) with participation from all networks members (minutes available and shared for proof of deliverable).

• Support in the development of the strategic framework

Strategic framework developed/ established

• Drafting the national multisector nutrition action plan through consultation across sectors to agree on the priority areas and interventions include Situation analysis based on S3MII, COHA, package of services and costing taking in consideration undertaking the analysis on Sudan investment in Nutrition in 2018-2019 (government and Non-government, Humanitarian and development)

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in one of the disciplines relevant to the following areas: Public policy, Management in Public Health, Nutrition, or other related fields relevant to the area of expertise needed.
• A minimum of ten years in one of the relevant disciplines in the following areas: Public policy or administration, management, public health, nutrition, etc.
• Proven ability to strengthen capacity of national counterparts and partners to sustain activities
• Relevant competencies including strong skills in facilitation, project management, team-building, excellent verbal and writing communication skills, proven mediation skills among senior and multiple stakeholders; ability to influence and interact with senior level decision-makers across different organizations and cultures and to act with credibility, tact and diplomacy in order to resolve issues; Ability to manage and conduct large and complex analyses, including collating and presenting data, monitoring and evaluation, progress reporting; Ability to establish priorities and to plan, coordinate and monitor own work plan and those relevant to the team and partners as applicable.
• Previous work experience and familiarity with large organizational structures within a headquarters and/or regional context, and complex country level operations
• Previous work in SUN in similar context is preferred
• Advanced skills in Excel, Power-point
• Fluency in English is required for national consultants and knowledge of Arabic language is an asset for international consultants.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
