Background:

The Human Rights Programme (HuR), within the Mission’s mandate, promotes the observance of and access to rights of people on both banks of the Dniester/Nistru River. The Programme provides advice and expertise to the authorities and civil society on both banks to observe effectively international human rights obligations and commitments. At the same time, activities under the Programme aim, among others, to build confidence on both banks of the Dniester/Nistru River through strengthening access to services in healthcare, education, human rights and related-documentation, enhancing local capacities and enhancing protection of human rights.

This year, the Mission’s UB Project “Strengthening protection of human rights on both banks of the Dniester/Nistru River through enhanced confidence building measures” foresees conducting two assessments to be compiled into one report:

- Assessment of the level of teaching the Romanian language at the right-bank universities to students from Transdniestria; - Assessment of the compensatory-year mechanism offered to Transdniestrian students on the right bank.

The assessment will be conducted by a team consisting of two national education experts. Senior National Education Expert will take the lead during the process and will be ultimately responsible for delivering the final report, while the National Education Expert 2 will facilitate contacts, conduct interviews and be in a supporting role during this process. The division of tasks will be described in the experts’ ToRs.

In order to ensure an impartial evaluation and to avoid conflict of interest, the Education Experts need to be independent, which means they should not have been involved in any way in the design or implementation of the Human Rights Programme’s projects.

The Education Experts will have to conduct analysis of how the Romanian language is taught and the compensatory-year mechanism is applied in at least five universities.

Tasks and Responsibilities:

For this purpose, the Senior Education Expert shall conduct the following activities:

  • Developing methodology, interview techniques, elaborated timelines and tools, such as questionnaires, for accurate data collection, data processing and collected data analysis for the Report, with assistance of Education Expert;
  • Conducting desk review of the existing studies and researches;
  • Analysing relevant institutional regulatory framework, including both primary and secondary national legislation;
  • Analysing and systemize the collected data into one analytical Report, jointly with executive summary, conclusions and recommendations, by ensuring that gender-perspective is integrated at all stages of the assignment, with assistance of Education Expert;
  • Formulating concrete conclusions and recommendations on how to improve the level of teaching of the Romanian language and the compensatory-year mechanism, with assistance of Education Expert;
  • Developing a roadmap with priorities and areas of intervention set up for the next two years;
  • Preparing the workshop to present the conclusions of the Report, including a presentation, jointly with Education Expert.

Necessary Qualifications:

  • Advanced degree in education field, law, social sciences or other related field complimented through work experience or degree in monitoring and evaluation field;
  • Extensive experience (more than five years) in writing analytical papers, reports, assessment reports and other documents;
  • Extensive knowledge of the international and national context, as well as institutional frameworks and standards on education, human rights and language issues;
  • Knowledge about the human rights and non-discrimination issues;
  • Knowledge about Transdniestria-related issues;
  • Excellent communication skills, demonstrated analytical skills as well as maturity of judgment;
  • Demonstrate gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Very strong analytical and writing skills;
  • Strategic thinking;
  • Excellent written and spoken English, Russian and Romanian;
  • Excellent and constructive communication skills;
  • Very dedicated to work undertaken;
  • Self-disciplined and responsible to deadlines;
  • Good PC skills, ability to use the Internet
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
