Result of Service

Strengthen capacities for Human Rights Defenders and civil society representatives on human rights standards and support the finalization of drafting the Human Rights Framework in the the Transnistrian region.

Duties and Responsibilities

Facilitate the meetings of thematic sub-working groups and public consultations (which will consist of duty bearers and civil society) in the conduct of review exercises for the various thematic areas, revise and respond to the comments on the draft version of the Human Rights Framework; Deliver expertise and advice on integrating human rights, human rights-based approach and gender mainstreaming in the process of finalization of the Human Rights Framework; Facilitate coordination meetings and capacity building with CSOs to strengthen advocacy for the actions compliant with international human rights standards. Facilitate coordination meetings and capacity building with CSOs to strengthen their advocacy for the establishment of a multi-stakeholder Coordination Unit with implementation and monitoring functions with the engagement of CSOs and rrelevant de-facto authorities. Facilitate the first meetings of the implementation and monitoring Coordination Unit with the inclusive and meaningful participation of CSOs.

Qualifications/special skills

Master degree in law, human rights, political and social studies or other relevant discipline; Other relevant higher education degrees will also be considered. Advanced studies in human rights would be considered an advantage. At least 4 years of professional experience in the promotion of human rights and integration of human rights-based approach into activities of rights-holders and/or duty-bearers At least 3 years of professional experience in organizing capacity building, community mobilization and/or awareness raising activities for community groups and civil society on both banks of Nistru/Dniester river. Previous experience in working in the Transnistrian region of Moldova on human rights and empowerment of vulnerable groups, would be considered a strong advantage; experience in working with NGOs, decision-makers at the regional and local levels in the Transnistrian region of the Republic of Moldova would be considered a strong advantage. Experience in facilitation and working with communities and/or civil society on programmes to help them work more effectively together to achieve results and integrate human-rights based approach in Moldova. Experience working with the Ministry of Education and Research is considered an asset.

Languages

Fluency in Russian and/or Romanian; Candidates that speak both languages will have an advantage. English working knowledge- would be considered an advantage
