The consultant will develop 3 sets of indicators in line with the Human Rights Based Approach to Data, with the participation of relevant stakeholders.

Duties and Responsibilities
- Support the process of technical-level consultations to identify data sources and conduct gap analysis regarding the highest attainable standard of physical and mental health. 2. Assist the institutions that are parties to the MoU and relevant stakeholders in finalizing the indicators related to the right not to be subjected to torture, cruel, inhuman, or degrading treatment or punishment. 3. Assist the institutions that are parties to the MoU and relevant stakeholders in developing the set of indicators on the right to social protection and right to education. 4. Facilitate three workshops on the presentation and consultation of the set of indicators related to the right not to be subjected to torture, cruel, inhuman, or degrading treatment or punishment, as well as on the rights to social protection and right to education.
Qualifications/special skills
First degree in law, human rights, development studies, sociology, social sciences, or statistics, or other relevant discipline; Experience of work with any of the three institutions (NBS, NHRIs) required. Professional experience in data science, analytics, indicators, and statistics would be considered as an advantage. Working knowledge of the principles of the human rights based approach to data, including the OHCHR guidance note on HRBAD. Familiarity with the work of National Bureau of Statistics, Equality Council and People’s Advocate Office. Excellent skills in data collection, disaggregation, and analysis; Excellent skills in data collection, disaggregation, and analysis;
Languages
Fluency in oral and written Romanian. Working knowledge of English would be an asset.
