Job Description

The Senior MEAL Officer will be responsible for maintaining the health sector data and information management, and act as the data focal point to monitor the progress of the health program activities across all projects, as implemented directly or with partners. The Senior MEAL Officer will coordinate the health data and information management between the health program, the implementing partners, and the Technology for Programs (T4P) Team at the Monitoring, Evaluation, Accountability, and Learning (MEAL) Unit. The main objective of the position is to ensure accurate information is gathered in a timely manner, according to the tools and processes established within the Health M&E Framework. The Senior MEAL officer will be based in HQ Achrafieh.

Major Responsibilities:

Under the direct supervision of the MEAL Manager, the Senior M&E officer will:

- Participate in data collection for several health assessments and Monitoring and Evaluation activities: intake, baseline, outcome, end line, post distribution monitoring and other follow ups with clients whether on field or by phone. - Support the formulation of theories of change, development/ selection of indicators and M&E plans for the health sector and it projects. - Work closely with the MEAL T4P Manager and the sector Information Management Officers on conducting regular data reviews. - Provide analysis of information and data to address reporting and donors reporting requirements, and submit monthly reporting for donors and internal reports as required. - Support data capture processes to ensure proper data reporting for health sector and create monthly and quarterly reports using disaggregated and power-bi analyzed data. - Support the draft of mobile/digital data collection surveys for the field teams and coordinate with MEAL team. - Maintain the health sector data capture, analysis, and warehousing platforms, so they are well organized and accessible and to address reporting requirements. - Conduct regular data review meetings with the partners to improve data reporting and management and identify capacity building needs related to M&E and reporting. - Prepare and organize data for visualization, communication, or reporting (internally and externally). - Analyze and report on M&E data monthly both internally and externally as per set deadlines including the activity info reports and the monthly beneficiary count reports. - Train the team members and partners’ staff on the various relevant M&E and programmatic forms and surveys. - Conduct regular field visits to support and build the capacity of the M&E and program teams and partner staff on M&E principles and practices. - Coordinate and follow up with the Accountability team regarding monthly inputs. - Work closely and coordinate with the Accountability Manager to support partners establish or improve their Accountability systems. - Conduct regular field visits or meetings to support and develop the capacity of the partners’ staff on Accountability and work with them on their Feedback Mechanism action plan. - Provide inputs and feedback to improve programmatic implementation or M&E activities. - Assist with the analysis of survey and qualitative data, and produce report to present the findings. - Manage and build the capacity of the direct reports. Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance. - Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans. - Plan and initiate all pre and post intervention assessments and surveys. - Review all evaluation reports prepared to ensure data relevance and consistency. - Assist in planning and implementation of baseline surveys, monitoring and evaluation exercises and other assessments if needed. - Other duties as assigned by the supervisor to enable and develop IRC programs.

Qualifications

- University degree in information management and systems, computer science, data science, epidemiology, biostatistics, healthcare administration, health economics, or a related field. - At least 3-4 years of relevant working experience in M&E, preferably in healthcare settings and humanitarian health activities and interventions. - Demonstrated experience in developing and implementing evaluation /assessment tools (e.g. questionnaires, focus group discussions). - Demonstrated experience and knowledge in developing and managing databases. - Demonstrated experience and capacity in conducting field-level data collection and data entry. - Demonstrated experience and knowledge in data analysis and reporting. - Proven experience in leading a team to ensure high quality data collection analysis, and reporting. - Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail. - Excellent interpersonal and problem-solving skills, creativity, and flexibility. - Experience of working with major institutional donors and INGO experience is preferred. - Certification or specific training in Statistics and/or Data Management is preferred. - Proficiency in the use of statistical methods for socio-economic research is preferred. - Personal qualities: works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well. - Fluency in English and Arabic is required.

Working Environment:

Staff will be based in Beirut Lebanon, with frequent travel required to all areas where the health sector interventions are being implemented by IRC and/or its partner organizations.
