Job Description

The WPE IM/MEAL Officer is part of the WPE team based in Beirut. The WPE IM/MEAL Officer will be

expected to travel to the field at least 30% of the time to build the capacity of WPE staff in M&E and conduct spot checks. S/he reports to the WPE Senior M&E Officer and will support WPE Managers and staff in Beirut, Bekaa, and Akkar. S/he is responsible for overall data collection, monitoring and evaluation of program activities. The WPE M&E IM/MEAL Officer will ensure that performance monitoring and results reporting are in place and effectively implemented throughout the program.

In addition, WPE M&E IM/MEAL Officer will support in building internal and partner capacity (when necessary) to constantly improve systems and data quality

Major Responsibilities:

- Conduct Regular Data Cleanup and Revision for IRC and Partner Received Data. - Communicate with IRC staff and partners in the field to ensure that regular data is received is - delivered and reported on time through various internal and reporting channels. - Collaborate with the program team and the M&E focal point to develop information management tools, in coordination with the WPE team, ensuring accurate tracking of project outputs and outcomes. These tools may include assessing the impact of activities and measuring client satisfaction. - Provide technical guidance and recommendations to WPE and Health staff on data collection, measurement, and sampling methodologies to ensure high-quality data. - Ensure proper utilization of data collection tools and templates (such as assessments, baselines, monitoring forms, and final evaluations) in the field, adhering to quality standards. - Conduct regular field visits and spot checks to support field teams and partners in effectively using information management tools for monitoring and evaluation. - Report Program data for IRC Lebanon throughout different external and internal reporting platforms. - Support in the development of Information Management applications and beneficiary tracking tools, considering data disaggregation requirements by region, Activity Info, and donor agreements, in coordination with T4P staff. - Support on data automation of program data in coordination with the T4P staff.

Evaluation and Learning:

- Support the Senior M&E Officers with data in designing and implementing mid-term and/or final program evaluations and research studies. - Support the Senior M&E Officers with design and implementation of regular lessons learned - workshops to be implemented with the field team and partners for program learning and improvement. - Participate in regular meetings with IRC and partner field staff whereby main M&E findings are discussed, analyzed and interpreted, and document learning emerged. - Act as a focal point in the field for regular monitoring, evaluations, and learning exercises, and developing recommendations based on M&E findings to be integrated into the programmatic daily work.

Accountability and Reporting:

- Support the Senior M&E Officer and project staff in donor reporting through inputs on indicator tracking table and progress towards targets and ensuring accuracy of indicator figures. - Consolidate beneficiary information on a monthly basis to be used by project staff for reporting and decision-making purposes. - Act as focal point for Activity Info, GBVIMS, Annual Statistics and Beneficiary Count reporting, Project Indicator Dashboard.

Capacity Building and Mentoring:

- Provide capacity building and support to field-based staff (IRC & Partner) on the proper use of project’s M&E Information Management Systems, M&E Plans, and Indicator Tracking Tables. - Provide training and mentoring in survey design, methodology, data collection and analysis and other skills as required for assessing the impact of programs, including Commcare and MS Office products. - Provide Support on M&E tools reporting for partner and IRC staff.

Other:

- Ensure all activities are child and gender sensitive and follow IRC Child Safeguarding Policy. - Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities. - Conduct himself/herself both professionally and personally in such a manner as to reinforce the acceptance of IRC in the community. - Participate in internal office coordination and planning meetings and workshops. - Flexibility on other duties as assigned for program or professional development. - All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

Qualifications

Work Experience: 3-5 years of experience developing and maintaining M&E systems and tools, preferably on GBV interventions.

Demonstrated Skills and Competencies:

- Demonstrated experience and capacity in Information Management, MEAL, and demonstrated experience in data analysis. - Strong computer literacy, including proficiency in Microsoft Office 2007 and Microsoft Access. - Demonstrated experience working with ICT tools to collect and analyze data, such as Commcare, Power-Bi. - Strong analytical and reporting skills. - Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail. - Excellent interpersonal and problem-solving skills, creativity and flexibility. - Works well in and promotes teamwork, a good attitude, comfortable in a multi-cultural environment.

Education: Bachelor of Arts or Science in Social Science, Economics, Statistics, Computer Science, Public Health, International Relief and Development, or related fields.

Language Skills: Fluency in English and Arabic required.

Preferred experience & skills:

- Previous experience in mentoring and coaching team members. - INGO experience preferred.

Working Environment:

Travel and other requirements: Staff will be based in Beirut, with 30% travel required between the WPE program implementation sites. At times when additional site visits are required the Senior WPE M&E Officer needs to be flexible.
