The ERRY III interventions are designed to contribute the below goals and outcomes: The Overall Objective (Goal) of the Programme Crisis affected communities are better able to manage local risks and shocks for increased resilience and self-reliance. Specific Objectives (Outcomes): Outcome 1: Community institutions are strengthened and capacitated on gender sensitive resilience planning, conflict resolution and social cohesion. Outcome 2: Vulnerable communities' benefit from equal access to clean energy solutions, environmental protection and climate adaptive capacity in sustainable manner Outcome 3: Sustainable livelihoods of women and men created through improved production, food security and income opportunities. Outcome1 would be the key to drive the rest of the programme in ERRYIII. The focus of outcome 1 would be in providing continuing support to the informal networks and institutions at the sub district and below. Articulation of humanitarian and development needs, planning, prioritization of initiative, budgeting and subsequently implementing the outcome with conflict sensitive approach, would be the main elements under the outcome to support communities. The outcome would also support in mobilizing communities on local capacity building while linking up with the governance institutions at the district level to raise their voice and unfinished priorities

Under the direct supervision of the UNDP ERRY Project Manager and in close coordination with UNDP’s relevant national coordinators based in Al Hudaydah and Aden, the Senior Monitoring and Evaluation Officer will be based in Aden with the flexibility of extensive travel in the field, meeting with partners, stakeholders and beneficiaries to ensure quality and compliance. As technical specialist under ERRY III project would primarily be responsible for monitoring progress and reporting against the log frame, whereas Senior M&E Officer would be to work on innovative tools, strengthening data ecosystem and promoting accountability and learning.

  • Develop and design, MVI, Micronarrative, Longitudinal and Adaptive Management and credit risk protection mechanism, I-prepare business tool
  • Support ERRY Project Manager in designing the framework for MVI, micronarrative, longitudinal, adaptive management, credit risk protection mechanism and I-prepare business tool. -Senior M&E officer would also work closely with Adaptive Management Specialist in CO to ensure that the above tools incorporate the adaptive management tool to perform course correction in the project
  • Responsible in facilitating and coordinating the work of consultants/firm to carry out the above tools in collaboration with technical specialist.
  • Systematically develop the documentation and stock taking of the tools progress and reports by consultants/firm on micronarrative, longitudinal, adaptive management, credit risk protection, and Iprepare business tools and update project teams on quarterly basis.

*Build on the MIS and data management ecosystem for the project on digital platform. - Supervise MIS and Data Management Specialist based in Aden to review the developed DHIS system - Support data management specialist developing data management protocols in terms of access, decision making and products development. - Work closely with Business Solution Unit of CO and Data Surge in UNDP Crisis Bureau to simplify the data interaction ability of digital system. - Support programme unit in the consolidation of quarterly and annual project data in the standard template of UNDP from digital the platform. The senior M&E officer would be responsible to ensure that data is fed in the system and reviewed in consultation with technical specialists. - Develop interactive I-Maps for Project on monthly, quarterly and annual basis. - Develop protection of data mechanism as per the existing practice in UNDP.

*Strengthen Grievance Redressal Mechanism for the project - Develop GRM framework in coordination with JCU and UNDP policies and practice - Support project team, partners, stakeholders etc in developing GRM plan and implementation - Document the GRM on quarterly basis with the support from partners, stakeholders and project team. - Integrate the GRM system with digital platform and develop infographic products onquarterly basis to support project team review the categories of GRM and respond accordingly. - Work closely with Business Solution Specialist to ensure the protection of the GRM data.

*Monitor adaptive management, risks and mitigation solutions - Coordinate, collaborate and facilitate project team and partners in monitoring activities progress against target and outputs - Review risks and mitigation logs on quarterly basis and provide report to project manager. - Review output and activities progress and provide summarized report to Communication and Reporting Officer. - Monitor the adaptive management solutions and track the interventions and support Communication and Reporting Officer to incorporate them in quarterly and annual report. - Travel extensively to Lahj, Abyan, Taiz, Hajjah and Hodeidah with the project team as and when needed. - Supervise MIS and Data Management Specialist. - Work closely with PUNOs partner and stakeholders in targeting, beneficiaries profiling, activities support and monitoring. - Support project team to monitor selected beneficiaries’ profile in consultation with PUNOs to monitor the “change in beneficiaries status” from the inception to closure of the project.

  • Capacity building of project teams, partners and stakeholders on targeting, beneficiaries count, MIS system, compliance and corporate policies of UNDP on M&E inclusive of Accountability and Learning.
  • Develop capacity building plans for project team, partners and stakeholders on targeting, MIS system, GRM, adaptive management, risks and mitigation solutions and implement in close consultation with project manager.
  • Organize quarterly learning event in consultation with adaptive management specialist in conjunction of data collection from longitudinal survey, micronarrative, MVIs and credit risk protection mechanism.
  • Support Communication and Reporting Officer to document the learning for quarterly and annual report.
  • Participate virtually in monitoring and evaluation working group of joint programe.

*Ensure Gender mainstreaming throughout the monitoring and evaluation plan development and Implementation - Work closely with Gender Officer of JCU, Gender Advisor of UNDP and ensure that the innovative tools have incorporated gender into planning, budgeting, implementation and monitoring. - Ensure gender disaggregated data collection, processing and development of Gender Facts for the project - Support Communication and Reporting Officer to develop gender based specific stories, blogs, videos and reporting

  • In managing statistical tools and analysis such as SPSS.

  • Proven experience in DHIS, POWERBI, Kobotoolbox.
  • Excellent experience in the implementation of monitoring and evaluation framework
  • Demonstrated strong experience in accountability and learnings
  • Proven experience in developing capacities of partner and stakeholders on statistical analysis, DHIS, POWERBI, KOBOTOOL Box.
  • Proven experience in managing the MIS and data management.
  • Demonstrated strong understanding of consensus building, strong analytical skills combined with good judgement.
  • Discretion and sound reasoning in dealing with sensitive matters; ability to independently solve complex and challenging problems.
  • Strong planning and organizational skills; ability to handle pressure, meet deadlines and support teams.
  • Excellent interpersonal skills: ability to establish and maintain effective working relations with sensitivity.
  • Proficient computer skills and use of relevant software and other applications.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
