Major Responsibilities:

- Responsible for the general oversight and management of the Protection and Wellness division, which includes Anti-Trafficking, Gender & Survivor Services, Community Wellness, and Immigrant Welcome Center departments; - Directly supervise a team of program managers and coordinators from the Community Wellness, Anti-Trafficking, Gender & Survivor Services, and the Welcome Center departments, including hiring and onboarding, training, staff development, and performance; - Oversee grants, including grant continuation and business development, program objectives, budgets, compliance, and reporting; - Review and approve program reports to funders or to IRC HQ requests; oversee program monitoring and compliance activities; - Develop new partnerships and work collaboratively with grant partners to meet grant objectives and ensure client access to services. Ensure successful sub-award management and oversight of partner activities and reporting; - Oversee and monitor program performance in order to achieve excellence in programming at all levels. Work with staff to achieve outcomes; - Work with a team to develop program materials including training materials and outreach materials translated in multiple languages, for distribution to at-risk populations. - Represent the IRC in the community by conducting trainings for organizations, commercial businesses, community groups, and the general public on the subject of immigrants, refugee social services, and human trafficking; - Oversee outreach and funding for the Welcome Center, including prospecting for new funding opportunities; - Collaborate with staff and partners to schedule community events, classes, and legal consultation hours; - Outreach potential new partners and pro-bono legal services for the Welcome Center; - Maintain up to date knowledge and understanding of human trafficking, labor, child protection, and immigration laws, regulations, and local issues, including service providers and resources throughout Northern California; - Serve as a key member of the Sacramento Leadership Team; Assist with office staff meetings, training, and operations. - Participate in all IRC and program meetings, and staff development activities; - Other related duties as assigned.

Key Working Relationships:

Position Reports to: Sacramento Site Director

Position directly supervises: Anti-Trafficking, Community Wellness, Gender & Survivor Services, Senior Data Specialist, and Immigrant Welcome Center staff

Indirect Reporting: Northern California Executive Director

Other Internal and/or external contacts:

Internal: Program Managers and internal staff to support departmental program goals.

External: Program Manager will work closely with grant partners to ensure successful service provision and will network and establish relationships with CBOs and coalitions across Northern California.

Job Requirements:

Education:

Master’s level education in Social Work, Public Health, International Development or related field required;

Work Experience:

- At least five years of related professional experience; preferably with at-risk immigrant populations or survivors of violence in a social service setting; - Experience working with refugees, victims of trafficking, survivors of crime, migrant communities, or at-risk populations;

Demonstrated Skills and Competencies:

- Experience supervising staff and administrating grants; - Excellent partnership building, public speaking, and presentation skills required; - In depth knowledge on the U.S. immigration system, anti-trafficking laws, and asylum procedures for adults and unaccompanied minors, work visas, and populations without status; - Ability to network and effectively communicate and work as a team member with collaborative partners, the community, and clients in a cross-cultural, multi-disciplinary environment; - Proficient in Microsoft Office applications (Word, Excel, Outlook); database and Notion experience strongly preferred - Ability to work independently and be a flexible team player; - Must have a valid driver’s license, active insurance policy and access to reliable transportation.

Language Skills:

Excellent English written and spoken language abilities required, bi-lingual Spanish speaker preferred;

Working Environment:

- Standard office work environment coupled with frequent travel around a 30-county service delivery area; - Recurring need to provide services outside of traditional work hours (evenings and weekends).
