Job Description

The Senior M&E Officer will be leading the M&E data collection, data quality checks, M&E reporting and information management. The Senior M&E Officer will be assisting the Senior RMEAL Manager in the design of log frames, M&E plans, and ITTs and ensure they are effectively implemented at field level. The ideal candidate will have demonstrated experience in monitoring and evaluation, preferably with expertise in ECD programming.

Main Responsibilities:

Monitoring:

- Implement the IRC inclusive ECD program’s M&E framework in consultation with the Senior RMEAL Manager and revise it periodically as required based on lessons learned while ensuring they are aligned with the program indicators, OEF framework, and the country strategic and annual plan. - Draft M&E baseline, mid-term and end-line assessment tools including data collection instruments (survey questionnaires, focus group discussions questions and protocols, key informant interviews) to ensure quality and timely tracking of projects outputs and outcomes. - Develop data analysis plans and data entry methods in coordination with the Senior RMEAL Manager. - Lead and supervise data collection at the field level, by making sure that data collection is organized and delivered as per the action plans and according to high quality standards. - Manage and conduct the M&E assessments for the ECD program and implement all the relevant tools to meet the standards and their extended actions. - Analyze M&E data, based on the analysis plan and produce statistics information, charts and narrative reports. - Contribute with trending programing results and interpretation of results in coordination with the Senior RMEAL Manager and ECD team. - Support in the development of beneficiary counting and tracking tools, according to disaggregation of data required by the country and region offices, Activity Info and donor agreements. - Conduct field data verification visits to the various relevant locations.

Evaluation and Learning:

- Support the Senior RMEAL Manager in designing and implementing mid-term and/or final evaluations assessments, evaluation and research studies. - Support the Senior RMEAL Manager in implementing regular lessons learned workshops to be implemented with the ECD team to improve the program learning and improvement. - Conduct regular meetings with ECD staff whereby main M&E findings are discussed, analyzed and interpreted, and document learning emerged. - Ensure results and information are regularly shared across teams and feed meaningfully into program design and implementation plans. - Collaborate with primary stakeholders to develop feasible and effective discussion events where M&E data are shared, analyzed, and programming action is agreed upon.

Accountability and Reporting:

- Support the Senior RMEAL Manager, Accountability Manager, and ECD team to design and implement a beneficiary feedback system to ensure IRC is accountable to the children and beneficiaries it serves, in alignment with IRC Feedback and Response Mechanism (FARM) guidelines and policy. - Assist the Senior RMEAL Manager in drafting M&E reports based on the assessment findings and participate in identifying program corrective measures as required. - Support the Senior Program Implementation Manager and the Senior RMEAL Manager in data analysis for donor reporting, as well as provide inputs on progress towards targets and ensuring accuracy of indicator figures. - Provide the Senior RMEAL Manager with timely M&E narrative reports about highlights from field visits. - Implement all the applicable Core Humanitarian Standards (CHS) and integrate them into M&E initiatives. - Act as focal point for Activity Info and monthly beneficiary count reporting. - In coordination with the Senior RMEAL Manager, support in the MEAL Handbook assessment (when necessary) for the ECD program and implement the relevant tools and systems to meet the standards. - Represent IRC ECD program internally and externally when needed.

Capacity Building and Mentoring:

- Coach, train, and mentor all relevant staff on M&E standards with the aim of strengthening their technical capacity as needed. This includes but not limited to the proper use of project’s M&E plans, Indicator Tracking Tables, survey design, methodology, data collection and analysis, etc. - Provide M&E technical support to the Senior Technical Quality Manager, and Senior ECD Officers and ECD Officers, whenever needed, and exchange knowledge within the team. - Technically guide the 3 Monitoring, Evaluation and Research (MER) Officers in the field, in coordination with the Field Managers, and a team of temporary enumerators or data collectors, as needed, jointly with the Senior Research Officer.

Other:

- Ensure all activities are child and gender sensitive and follow IRC Child Safeguarding Policy. - Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities. - Conduct himself/herself both professionally and personally in such a manner as to reinforce the acceptance of IRC in the community. - Participate in internal and external coordination and planning meetings and workshops. - Flexibility on other duties as assigned for program or professional development. - All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. - Perform any other duties assigned to you by the Senior RMEAL Manager.

Key Working Relationships:

- Position Reports to: Senior Research, Monitoring, Evaluation, Accountability and Learning Manager. - Position directly supervises: In coordination with the Field Managers, technically 3 MER Officers in the field, and temporary staff: enumerators/data collectors. - Other Internal and/or external contacts: - Internal: The position closely works with the Senior Research Officer, and ECD Managers and Officers – Akkar, Tripoli, Mount Lebanon, and Bekaa – to communicate what information is already being collected. The position also liaises with the Senior Program Implementation Manager, the Senior Technical Quality Manager, and other regional and HQ based ECD staff. - External: The Senior M&E Officer works with NYU researchers and relevant partners, and engages with ECD M&E staff in Jordan, Iraq, and Syria.

Qualifications

- Bachelor’s degree in education, ECD, Public Health, International Relief and Development, Computer Science, Statistics, Social Sciences, or any relevant related field. - Certification or specific training in Statistics and/or Data Management. - At least 3 years of relevant working experience in the area of M&E, preferably on ECD interventions. - At least 1 year of professional experience at management level. - Experience developing technology in low-resource settings. - Demonstrated experience in developing assessment tools (e.g. questionnaires, focus group discussions). - Demonstrated experience and knowledge in data analysis and statistics including using quantitative and qualitative data analysis approaches and software. - Strong computer literacy, including proficiency in Microsoft Office and Microsoft Access. - Demonstrated experience working with tools and software to collect and analyze data, such as Commcare, ODK/ONA, Kobo Toolkit, etc. - Demonstrated experience in drafting reports in English language. - Demonstrated experience in leading a team to ensure high quality data collection and analysis. - Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail. - Excellent interpersonal and problem-solving skills, creativity and flexibility. - Fluency in Arabic and English, written and oral. - Personal qualities: works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible, sense of humor, ability to work across various teams and stakeholders, and able to handle pressure well.

Preferred:

- Master’s degree in ECD, Public Health, International Relief and Development, Computer Science, Statistics, Social Sciences, Information Management or any relevant related field. - Experience building the capacity of teams. - INGO experience.

Working Environment:

The position is based in Beirut, and expected to travel to Mount Lebanon, Tripoli, Akkar, and the Bekaa and any other future programing area nationwide.
