ABOUT WFP

The United Nations World Food Programme (WFP) has been presented in Myanmar since 1994 and is now focusing on helping the Government reach its national Zero Hunger Challenge by 2025. WFP’s work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets.

The Myanmar CSP 2018-2022 approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the three Strategic Outcomes. Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking the resources used for implementing the activities to the results achieved.

The three strategic outcomes are: SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Lifesaving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence. SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.

SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.

ORGANIZATIONAL CONTEXT

Myanmar is amidst an important political and socio-economic transformation. The country is prone to natural disasters and climate risks. An estimated 37.5 percent of its 53 million population live near or below the poverty line. Ethnic conflict exacerbates an already fragile situation. Over one million people have been displaced from their places of origin since June 2011. With restrictions on movement and lack of access to livelihoods, many conflict-affected populations rely on external assistance to survive. Attacks on border outposts in August 2017 and ensuing violence forced nearly 700,000 Muslims to flee Rakhine State to and seek refuge in Bangladesh, leading to a humanitarian crisis and activation of WFP’s corporate Level 3 response, since downgraded to Level 2. WFP implements operations in most of the country, procuring most of the food it distributes locally (rice, pulses, iodized). Myanmar has a poor logistical infrastructure and transport to remote locations where WFP implements its operations requires transport by boat, truck, and sometimes pirogues and porters. WFP operates a network of 9 warehouses throughout the country. WFP also works closely with the Government to strengthen its logistics capacity.

JOB PURPOSE

WFP in Myanmar is currently reviewing its structure and various positions in management functions will be nationalized in 2019. This is in line with the Country Strategic Plan 2018-2022 objectives. The position of Snr. Logistics Associate will be supervised directly by the Head of Pakokku Office.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Area Office in Pakokku Area Office, the incumbent will perform the following duties: -

  • Oversee the logistics operations of Pakokku Area Office (Magway, Mandalay, Sagaing Regions and Chin State).
  • Define logistics strategy for Pakokku Area Office within the WFP policies and procedures and provide specialized support to logistics operations and activities to ensure effective integration of logistics operations in any delivery of food assistance to beneficiaries.
  • Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP commodities and supplies to authorized partners and destinations.
  • Analyze operational pipeline and contribute to assessments and operational planning for Pakokku Area Office, to ensure that supply chain requirements are taken into consideration.
  • Supervised daily Logistics Operations including documentation process, commodity accounting data quality, integrity and provided technical guardian and supports to Logistics staffs to ensure that all the processes are in line with WFP policy and procedures. Analyzed all the Logistics Operations data and produce reports to supervisors.
  • Prepare monthly food transfer cost (FTC), monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
  • Manage warehouse planning and ensure all warehouses and transport documents are correctly and timely record in the online database system by using the corporate tool (Logistics Execution Support Service – LESS) for all food receiving, storing and dispatching activities in accordance to the standard operation procedures.
  • Provide support to the work of logistics staffs in Pakokku, Samee and Palatwa, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
  • Support on the logistics corridor coordination and logistics operation to home based staffs in Chin State and Nagaland area in Sagaing Region to ensure that all the processes are in line with WFP policy and procedures.
  • Liaise with relevant internal and external stakeholders to support logistics operations management and contribute to effective service delivery.
  • Coordination with State and Regional government, District and Township government departments for the smooth food transport to different locations across Magway, Mandalay, Sagaing Regions and Chin State.
  • Manage complex operational issues and provide solutions or recommendations related to all assistance modalities, using initiative and following processes, to ensure the provision of timely resolutions with excellent client service mind-set.
  • Support adequate logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.
  • Provide technical assistance to WFP Programme staffs and Cooperating Partner staffs for logistics budget preparation and proposal review.
  • Perform any other appropriate duties as assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: The incumbent must complete secondary school education. Preferably University Degree in business or public administration, logistics, economics, statistics, supply chain management or other related field.

Experience: Preferable to have three years of practical commercial/professional experience in supply chain management and emergency response.

Language: General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
