Org. Setting and Reporting This position is located in the United Nations Assistance Mission in Afghanistan (UNAMA), Kabul. Kabul is classified as an "E" hardship non-family duty station. The Senior Judicial Affairs Officer reports to the SRSG through the Deputy SRSG and closely with the Political Affairs Service, the Human Rights Service and the Donor Coordination team, while retaining its independence to deliver its mandate, specifically providing advice on normative issues, including on justice and anti-corruption measures. Responsibilities Within delegated authority, the incumbent will be responsible for the following duties: •Implement the Rule of Law capacity's strategy for mandate implementation related to advice on normative issues, including justice and anti-corruption measures, in alignment with the priorities of Mission leadership and in particular the Mission’s political, human rights and donor coordination efforts. This will be undertaken by providing analysis and expert strategic and policy advice. •Establish and maintain contacts and effective relations with appropriate government officials at the highest level, civil society representatives, academia, media, diplomatic missions and donors. •Ensure policy coordination with representatives of diplomatic missions and the United Nations Country Team to enable the international community to pursue a coherent approach in providing policy advice on justice and anti-corruption issues; deliver briefings to international partners, including at the ambassadorial level, to forge situational awareness and a coherent policy approach of the international community. •Serve as the senior advisor to Mission leadership on justice and anti-corruption issues; •Lead policy coordination on justice and anti-corruption reforms within the Mission and with UN agency partners, and advise Mission leadership on joint UN positions on related issues in support of advice to the President of the High Council for Rule of Law and Anti-Corruption on justice and anti-corruption policies in the reform process. •Lead and manage the Rule of Law capacity, including in change management processes; support, as required, UNAMA's donor coordination efforts under the Development Pillar; undertake programmatic and administrative tasks necessary for the functioning of the Rule of Law capacity, including the preparation of budgets, reporting on performance and results, recruiting staff and managing and evaluating staff performance. •Perform any other tasks requested by Mission leadership.

Education An advanced university degree (Master's degree or equivalent degree) in law is required. A first-level university degree in law in combination with two additional years of qualifying experience and bar qualification or equivalent may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of professional experience as a practicing lawyer, prosecutor, judge, legal academic, legal consultant or international legal advisor in the field of rule of law is required A minimum of three years of professional experience working in a transition, developmental or post-conflict setting outside the applicant's country of nationality providing technical assistance for the development/reform and strengthening of the judicial and legal systems is required. Experience in researching and drafting complex legal or analytical documents, and thematic reporting on justice sector is required. Experience in the leadership and management of a multi-cultural team is required. Demonstrated experience in liaising with and advising top ranking government officials, international community representatives and United Nations officials is required. Experience in leading rule of law components in field operations of international organizations is an asset. .Experience in improving the legal and regulatory environment for transitional justice is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Dari or Pashto is desirable. Knowledge of another UN official language is an asset.

  • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

  • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
