Result of Service The consultants will report jointly, to the Chief of Staff Employment and Administration Section and Chief of Information Technology and Communication (ICT). He/She will also be working closely with the ERP team and have full access to relevant applications, including Agresso; and will have the ability to synthesize inputs from many sources, and to bridge relationship between business and technology units, in determining how enabling technologies can be applied to achieve business objectives and improve service delivery. Effective communication and interpersonal skills are as important as technical skills in this role.

Expected duration It should be noted that this consultancy is to be filled for an initial period of five (5) months, with the possibility of an extension.

Duties and Responsibilities THE ORGANIZATIONAL SETTING The Staff Employment and Administration Section (SEA) in the Bureau of Administration (ADB) in ICAO, oversees all aspects of Human Resources Management with respect toc; contracts administration, administration of benefits and entitlements, social security benefits and entitlements, interpretation and application of staff rules and regulations; and oversight for the Medical Clinic. It is also responsible for the engagement of non-staff personnel and dealing with host country authorities on visa, accreditation and attestation matters. This includes the automation of HR processes, with a view to improve efficiency and effectiveness of the Organisation’s business processes and service delivery.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results) Support SEA in identifying and completing the business requirements specifications for all HR/SEA processes requiring automation.; achieving results such as: - Identifying opportunities to automate business processes by conducting business process analysis and applying knowledge of technology tools and applications, - Developing business case to convince business unit stakeholders to adopt new work practices and technologies. - Overseeing or conducting the collection, documentation, analysis and communication of business and functional requirements, and ensuring understanding by technical team members. - Developing and proposing simplifications and ways to automate current HR business processes, such as automatic generation of statistical reports, generation of reports for workforce, work processes with respect to non-staff categories of personnel; automation of staff accreditation/attestation forms and processes, automation of all HR forms. - Draft new requirement specifications and refine existing ones for solution implementation by the respective ICT development teams

Function 2 (incl. Expected results) Collaborate with ERP team in the automation of work processes; achieving results such as: - Identify the estimation of project scope and time in coordination with ICT team; - Identify associated system development and implementation risks and develop appropriate mitigation strategies where applicable - Perform continuous system reviews at all stages of the project analysis, design and development for quality assurance. - Collaborate with HR and ICT in identifying system integration points with existing structures while coordinating with ICAO stakeholders to identify the appropriate solutions to business needs. - Perform impact assessment considering legacy work processes and technology in use. - Support system operations through continuous process analysis and system support - Coordinate the testing of completed automated HR business processes

Qualifications/special skills Skills: - Excellent oral and written communication skills - Ability to work effectively as a part of a team - Highly organised with strong time management and multi-tasking skills

Academic Qualifications: University degree in Management Information Systems, Computer Sciences, or a related information systems field.

Experience: - At least 5 years of relevant, professional experience in the following areas: - Identifying, documenting and analysing opportunities to improve business processes and facilitating business unit adoption of new processes; - Gathering and analysing business and functional requirements for HR and related processes - Developing business architecture and designs. - Significant knowledge of business technology and software analysis, design and development processes, practices and standards. - Project management expertise and knowledge of Agresso would be valuable assets.

Language: Essential - Fluent reading, writing and speaking abilities in English.

Desirable - A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Additional Information The monthly rate for the assignment in Band B varies from CAD 5,097 to CAD 8,122.
