Org. Setting and Reporting This position is located in the Office of the Under-Secretary-General (OUSG), Office of Internal Oversight Services (OIOS), an independent office reporting to the Secretary-General and to the General Assembly. OIOS adds value by providing worldwide audit, investigation, inspection, programme monitoring and evaluation services to all bodies affiliated with the United Nations Secretariat. The Office of the Under-Secretary-General (OUSG) supports the Under-Secretary-General (USG) and the Assistant Secretary-General (ASG) in the fulfillment of their responsibilities for executive direction and management of OIOS.

The incumbent of this position reports to the Senior Programme Officer.

Responsibilities Under the overall direction of the Senior Programme Officer of OUSG, the Senior Information Systems Assistant will be responsible for the following duties:

1. Provide support for computer information systems, databases and applications (including security and data backup and recovery) and perform complex troubleshooting for various applications. 2. Participate in the development, programming, testing, debugging and implementation of new computer application systems releases, modules and functionalities, such as the OIOS website and recommendation-monitoring database, typically using more than one programming language as well as United Nations established standards for IT technologies and tools. 3. Manage, design, create, produce and maintain technical documentation for relevant computer application systems and products; manage and administer changes to technical documentation, in accordance with prevailing change management and operation procedures. 4. Install computer application systems software and hardware according to specifications; monitor applications systems using appropriate monitoring tools and produce monitoring reports. 5. Maintain the inventory of Information and Communications Technology assets and provide assistance with their periodic reconciliation and reporting. 6. Support the Information and Communications Technology (ICT) Coordinator of OIOS in performing the activities required by the ICT governance framework of the United Nations Secretariat, and coordinate the ICT services in OIOS. 7. Liaise with the information and communications technology focal points of OIOS for the collection and preparation of data required during the formulation of budget estimates. 8. Coordinate the use of the LAN and mobile office for OUSG and OIOS, including overseas locations, and act as the liaison officer and the Umoja security officer for OIOS. 9. Contribute to the development and production of communications products/services, including participating in information management and record-keeping improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation, and in the evaluation and testing of information and record-keeping application improvements and new systems; provide user support. 10. Plan and implement information management and dissemination initiatives (e.g., intranet/web portals and content, mailing lists, fact sheets, records repositories). 11. Respond to requests for data extract, transform and load and prepares design document and decision support for the creation of data pipelines and maintains data catalogue in their area 12. Perform ongoing monitoring and refinement of reports in PoweBI and or Tableau 13. Develop and implement changes to data systems to ensure compliance with data governance, protection, privacy, and security requirements 14. Perform other related duties as required.

Education High school diploma or equivalent.

Work Experience A minimum of ten years of progressively responsible experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing, or related area is required.

Experience with SQL Server, database development, administration and management is required.

Experience with website design and development using Drupal platform, as well as experience in multiple website development languages are required.

Experience in information management and dissemination is desirable.

Experience in creating infographics is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official language of the United Nations is desirable.

Special Notice This position is temporarily available for 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
