Org. Setting and Reporting This temporary position is located in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in the Vienna Regional Office. The Information Systems Assistant will report to the Chief of Section in Vienna.

The Office of Internal Oversight Services is an independent office reporting to the Secretary-General and to the General Assembly. The Investigations Division of OIOS (ID/OIOS) follows up on reports of possible violations of regulations or rules, mismanagement, misconduct, waste of resources, sexual harassment, or abuse of authority.

Responsibilities The Information Systems Assistant will be responsible for the following duties:

  • Provide support for computer information systems, databases and applications in assigned area; performs complex troubleshooting for various applications.
  • Participate in the development, programming, testing, debugging and implementation of new computer application systems releases, modules and functionalities.
  • Install computer application systems software and hardware according to specifications; monitors applications systems using appropriate monitoring tools and produces monitoring reports. Provide support on computer application systems development matters, including security and data backup and recovery.
  • Assist in monitoring and reporting on the performance of service level agreements (SLAs) established with internal and external providers of ICT services to OIOS.
  • Provide maintenance and support services for the Division's case management system (GoCase), including training and support to staff at headquarters and at regional and field offices with regard to the navigation and usage of GoCase and other applications; contribute to the GoCase Working Group, to further develop and improve the functionalities of GoCase.
  • Manage and maintain ICT equipment inventory; initiate obsolete equipment write-offs and return to stock, in accordance with standards set by OICT, and apply special security and confidentiality requirements specific to OIOS/ID.
  • Maintain the inventory of OIOS' ICT assets and provides assistance with their periodic reconciliation and reporting.
  • Process forensic data and evidence for ID case work: assist investigators in preparing requests for ICT services for obtaining evidence and electronic data; follow up on requests and keep track of the chains of custody and descriptions of data; create forensic images of evidence hard disk drives, and assist in performing the post-image analysis; ensure that all forensic images are securely backed up; assist in drafting of the forensic analysis reports; ensure data consistency, accuracy, and adequate set-up for investigators to analyze data (post in the GoCase file, install on stand-alone laptop, or send data/evidence by pouch); develop standard operating procedures (SOPs) and guidance materials for the use of forensic equipment and software programs
  • Draft correspondence and communications, including work plan revisions and other related issues, as well as prepare unit contributions for a variety of periodic reports
  • Plan and implement information management and dissemination initiatives (e.g., intranet/web portals and content, mailing lists, fact sheets, records repositories)
  • Collect and prepares data required during the formulation of budget estimates with respect to ICT resources.
  • Perform other related duties as required

Education High school diploma or equivalent.

Job - Specific Qualification Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

The GGST is a proctored entry-level examination at the duty station. Any travel expenses incurred in order to take the examination are the responsibility of the candidate and will not be reimbursed by the Organization.

Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Work Experience A minimum of 10 years of relevant experience in information systems management and analysis, including supporting and administering network and email accounts as well as providing IT systems and application support to remote clients is required.

Experience in supporting case management systems is desirable.

Experience in forensic IT, including handling evidence, respecting the chain of custody, back up, and reporting on forensic data and imaging is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
