CONTEXTUAL BACKGROUND

Iraq is emerging from over three years of civil war against the Islamic State and remains one of the most complex operating environments in the world. The devastating human consequences to huge numbers of people will endure for decades and the destruction of communities, livelihoods, homes and infrastructure will take years to repair.

A lead responder in Iraq since 2003, the IRC delivers aid and services that help communities survive, recover, and gain control of their future. The IRC is providing robust programming across five governorates through women’s protection and empowerment, child protection and protection and rule of law programming; cash distributions and livelihoods programming in support of economic recovery and development; education programming; and integrated early childhood development programming. Our work spans emergency response to long-term programming supporting our clients to rebuild their lives.

Job Summary

The Senior Human Resources Officer in the field is responsible for providing support to the various human resource functions in the field office of Kirkuk and Salahaddin. This includes day-to-day advisory services to the supervisors as well as ensuring compliance, the rollout of global/country HR initiatives, and contributing to long-term development of HR strategies.

Major Responsibilities:

Human Resource Management

- Participate in the periodic review of the HR policies and procedures recommending changes to the HR Lead. - Maintain a thorough knowledge of IRC Iraq HR Handbook, support employee interpretation, and ensure compliance. - Responsible for overall Field HR record management that includes maintaining a copy of each staff file in a complete, secure, and confidential manner, updating Box folders. - Responsible for management of all Field HRIS that includes employee directory. - Coordinate and ensure compliance to the performance management system including tracking and timely completion of annual goal setting and year-end check-in processes. - Attend to staff issues in regards to benefits, grievances, disputes, and disciplinary cases in conformity with HR policies. - Ensure every staff has and have signed a job description detailing their duties.

Talent Acquisition:

- Maintain a tracking system of the specific field vacancies and the recruitment process and continuously support the Recruiter to follow up with relevant hiring Managers for accountability and timeliness whenever its need it.

- Post adverts, and where requested, support shortlisting, participate in interviews, and coordinate production of interview outcome reports for non-regular staff.

- Responsible for orientation and onboarding of all new staff at the Field Office

- Network locally to market IRC brand in support of talent attraction efforts.

- Provide input on the recruitment process of Kirkuk and Tikrit positions that will include local information when conducting candidate background checks whenever its need it.

Performance Management

- Ensure continuous communication of the process, cycle, tools and policies.

- Support Supervisors to understand and utilize the system in support of staff development and performance.

- Conduct quality control of the process and outcome i.e. ensuring SMART objectives and ensuring periodic supervisor-staff meetings take place.

- With support from the Country HR Lead, support Supervisors to manage challenging performance management situations e.g. staff on PIP, non-performance and/or exits due to poor performance.

- Support in the annual analysis and communication for merit increments

Employee Engagement, Relations, and Capacity Building

- As an IRC Way Ambassador, role model expected professional behavior at work. - Support supervisors to develop people management skills through advice and feedback. - Develop innovative activities that can strengthen the working relationship/team building - Ensure monthly staff meetings take place and report any key issues to the Country HR Lead and the Field Coordinator.

Contract Management:

- Ensure all staff has IRC Staff ID cards within their first week of joining. - Draft contracts for new hires, communicate with Erbil for signatures, and continuously ensure all staff have valid and signed employment contracts. - Actively follow - Create email accounts for all new staff and ensure any changes are done on time including deactivation upon the staff contract’s termination. - Monitor and ensure the end of probation evaluations take place and relevant forms are completed. - Coordinate the staff exit process and ensure finalization of all procedures within one month.

Staff Learning and Development:

- Coordinate development of the annual Learning and Development plan - Facilitate all requests for staff training as approved in the Annual L&D Plan - Work with the Learning and Development Sr. Offcier to support periodic staff capacity-building initiatives.

Pay and Benefits

- Support monthly payroll processing through compiling and communication of necessary changes to the Payroll Officer at Erbil...

- Monitor employee attendance and review overtime requests before submission to Payroll Officer at Erbil.

- Manage the field staffs’ annual leave benefit ensuring planned utilization and send monthly utilization reports to the Country HR Lead.

- Prepare monthly HR forecast and send to the Payroll Officer at Erbil.

Incentive Workers Management

- Ensure compliance to the Incentive Workers policy that includes recruitment, contract management, and separation.

- Prepare “Letter of Understanding” for incentive workers and ensure proper and safe record keeping of all Incentive Worker documentation.

- Ensure IW payment is supported by approved time and attendance sheets, current ATC, and LOU.

Other Internal and/or external contacts:

Internal: All staff and departments in the Field Office

External: International NGO HR forums and other relevant stakeholders at the Field Office

Qualifications

- University studies/ Higher education in Human Resources, Business administration, or related field.

- 3 - 6 years of experience in human resources or relevant working experience; Professional experience with INGOs/NGOs and/or international experience is a plus; interest in the humanitarian field is preferred.

- Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.

- Strong management, interpersonal, and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.

- Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.

- Excellent presentation and training skills

- Proven track record in developing the capacity of staff

- The ability to work under pressure and with employees from all levels.

- Very strong proficiency in MS Word, Excel, and PowerPoint is required.

- Written and Spoken fluency in English and Arabic is required.
