The environment in which UNICEF operates in Iraq is evolving rapidly. Iraq is an upper-middle income country and UNICEF’s work and priorities are transitioning from humanitarian response interventions and service delivery towards development and upstream work and engagement. Against this backdrop, the Office is finalizing its Country Programme Management Plan (CPMP) ahead of a PBR submission in support of a new Country Programme for the years 2025-2029

Business Partnering • Provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation. • Proactively advise clients on the resolution of human resources issues ensuring equitable and transparent solutions that protects both the staff and organizations interests in accordance with policies, regulations, and procedures. • Promote the organizational goals and targets for gender equity and cultural diversity.

Learning and Capacity Development • In collaboration with business owners, design and deliver learning plans for staff to enhance their knowledge and build skills in new areas. • Collaborate closely with section heads and other stakeholders to integrate learning and development initiatives with operational goals for implementation. • Recommend efficient and cost-effective learning products which strengthen staff capacity to contribute effectively to business goals. • Implement the learning strategy and plan for capacity enhancement of staff. • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders. • Provide orientation briefings to new staff. • Provide day-to-day performance and talent management guidance to line management (e.g., coaching, career development, career conversations, and disciplinary actions) • In the context of an evolving Office structure, provide guidance on Office-wide career development initiatives and solutions for affected staff, including building upon UNICEF resources and information building on Staff Support Plan. • Engage externally within the UN system in Iraq as well as with Private Sector and Academia to develop.
• Support the implementation of the learning strategy and plan for 2024/2025 aligned with the new country program management plan. • Follow up with DHR and other stakeholders for innovative and concrete career development programs and alternative career pathways.

Staff Wellbeing
• Participate and contribute to wellbeing and organizational culture activities including action plan arising from office retreat and Global Staff Survey results, working Staff Association, PSV, Young UNICEF and ECCs.
• Support with analysis of staff engagement considering results of Pulse Survey, Global Staff Survey etc.
• Contribute to the office’s change management strategy and staff support plan implementation in the context of CPMP development. • Conduct regular needs assessments to identify wellbeing priorities and gaps.

Support in recruitment and placement for the new Programme Budget Review (PBR)
• Support implementation of the PBR recruitment strategy and recruitment implementation plan ensuring strict adherence to agreed timelines. • Monitors life cycle of recruitment process and reports periodically on the status of the implementation of the PBR recruitment strategy and implementation plan. • Prepares and circulates internal and external advertisements. • Liaises with candidates in the various stages of the recruitment process. • Prepares formal communications with applicant throughout the recruitment process. • Initiates and follows up on reference checks and academic verifications and ensuring the completion of other background checks. • Records and maintains recruitment files, ensuring all necessary documentation has been prepared.

Support Implementation of PBR Staff Support Plan • Support implementation of recommendations in the staff support plan • Keep accurate records of status of implementation of the PBR staff support plan. • Liaise with regional office and HQ focal points to implement regional and global learning and career development activities in line with the staff support plan.
• Conduct periodic surveys to assess uptake of the staff support plan. • Report on a monthly basis to the CMT on the status of implementation of the staff support plan.

being progressively responsible professional work experience at national and international levels in human resources management in an international organization and/or large corporation is required

Strategic • Experience and ability to implement targeted and innovative human resources strategies to address clients’ people-related needs.
• Ability to implement innovative HR programs within a fast-paced, evolving, and wide organizational setting.
Technical • In-depth technical knowledge of the principles and concepts of human resources management.
• Ability to identify and analyze systemic issues, formulate opinions, and make conclusions and recommendations to resolve same.
• Excellent knowledge of organizational and HR information technology systems and tools.
Interpersonal and Communication
• Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style, and format to match audience. • Ability to empathize with client managers, supervisors, and staff while advocating for consistent and equitable applications of promulgated HR regulations and rules.

Baghdad is a Category E hardship duty station and non-family duty station. The Rest and Recuperation (R&R) cycle for the Baghdad duty station is 4 weeks, with the designated play of R&R being Amman. Movement of international staff is restricted and takes place in UN vehicles. Working for the UN in Iraq provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. As this is an international UN Volunteer specialist assignment, He/she will be responsible for arranging volunteer housing. International UN Volunteers receive a volunteer living allowance to sustain a basic, adequate, and safe lifestyle. This allowance varies from one location to another depending on local living costs, but all International UN Volunteers specialists in the same location receive the same allowance. Below is a summary of the Conditions of Service. Allowances The purpose of allowance for international UN Volunteers specialists is to enable the international UN Volunteers to sustain a modest and secure standard of living at the duty station. The allowances are in no way to be understood as compensation, reward, or salary in exchange for volunteer work. Volunteer Living Allowance (VLA): All international UN Volunteers specialists are entitled to a monthly volunteer living allowance of USD 4,487.98 The purpose of this allowance is to cover the basic living costs of the international UN Volunteer. The allowance is to ensure that the volunteer can sustain a basic, adequate, and safe lifestyle. The monthly allowance rate is a fixed rate for the duty station as established by UNV headquarters.
