ORGANIZATIONAL CONTEXT

Since the beginning of the conflict in Ukraine in February 2022, WFP set up operations in neighboring countries to ensure food needs are met both inside and outside of Ukraine. It is estimated that more than 4 million people have fled Ukraine to other countries including Moldova, with many more displaced in-country.

WFP Moldova office is now seeking to fill the position of Senior Human Resources Associate (Service Contract level 7) to deliver a full range of professional, client-focused services, partnering with managers to implement HR solutions and ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of strategy-oriented HR services.

JOB PURPOSE

To co-ordinate and deliver a full range of HR support services in order to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of client-focused and strategy-oriented HR services.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Coordinate and provide a full range of HR management assistance and activities including follow-up actions, resolution of issues and unforeseen situations, to ensure consistency and quality of HR services delivered to clients. 2. Co-ordinate and supervise work of other HR staff, and support their learning and development, to ensure staff possess up-to-date knowledge of HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services. 3. Regularly monitor, oversee and adapt existing HR procedures and collaborate with a wide range of HR stakeholders across the organisation to identify, assess and meet evolving HR support needs. 4. Analyse and respond to a variety of complex internal and external queries, to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives. 5. Analyse and interpret a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., and provide advice and recommendations to managers along with comprehensive analysis and reports for informative decision-making. 6. Support and deliver a range of HR services allocated by the professional officer in compliance with relevant policies, procedures and processes. 7. Oversee and support the delivery of on boarding activities for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood. 8. Review and/or prepare a wide range of complex HR documentation to ensure accuracy and meeting established deadlines. 9. Monitor HR management systems to ensure accuracy of HR data and compliance with the established deadlines. 10. Oversee the maintenance of confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards. 11. Monitor staff deployment and handle related administrative actions including preparation of comprehensive reports, to support efficient HR service enabling WFP to respond quickly to a crisis.

STANDARD MINIMUM QUALIFICATIONS

Education: First University degree in Human Resource Management, Business Administration, Public or Business Administration, Organizational Psychology or other relevant fields. An advanced university degree is added advantage.

Experience: Four (4) or more years of experience in Human Resources Management roles.

Languages: Fluency (level C) in English language and Fluency in Moldovian.

KNOWLEDGE AND SKILLS REQUIREMENTS

  • Extensive knowledge of specialised HR administrative work practices and methods, gained through relevant technical training and experience.
  • Good communication skills and in-depth understanding of HR principles and their application in order to respond to and resolve a range of complex HR queries.
  • Ability to analyse reports and proactively make recommendations for improvements to the design and delivery of specialised services.
  • Ability to build relationships with a variety of individuals across and outside WFP in order to effectively understand and meet HR support requirements.
  • Experience in supervising, supporting, and training others, as well as coordinating resources and organising own work.
  • Ability to assert opinions and persuade others by developing logical and well-reasoned arguments.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Has gained experience providing administrative and systems support across some activities in employment life cycle including: recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment.

TERMS AND CONDITIONS

  • TYPE & LEVEL OF CONTRACT: Service Contract level 7 (SC7)
  • DURATION: 12 months (this is an on-site position)
  • DUTY STATION (City, Country): Chisinau, Moldova
  • The position is open ONLY to Moldovians.

  • This position is currently advertised for 12 months. However, given the operational demands it will be used to fill future positions for varying durations between 3-12 months and in different contract modalities such as "Service Contract" or "SSA". For this purpose, a roster (valid for 2 years) in different contracts modalities / different contract durations will be maintained

  • The currently advertised position is for General Service at level 7. After an assessment, a candidate may be found to be fitting at a lower level e.g. level 6 or higher level e.g NOA/SC8. Candidates will be asked if they are willing to accept such positions should they be successful.
