UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary provides services to UNICEF offices globally in the areas of Finance, Human Resources, Payroll and Information Technology.

UNICEF Global Shared Services Centre (GSSC) was created with the purpose of being a center of excellence for the global delivery of efficient services within a culture of customer service, continuous business improvement, knowledge-sharing and innovation to support the effective achievement of UNICEF’s program results worldwide. GSSC has the responsibility to develop a mechanism of monitoring the services provided to offices within the agreed performance standards, create a culture of continuous improvement though process simplification and adoption of new technologies, keeping up with trends in the shared service industry.

How can you make a difference?

The Senior Human Resources Associate (Payroll Quality Assurance) will be responsible for strengthening oversight over the internal processing at the GSSC, including service quality assurance, to ensure payroll services are performed efficiently in compliance with UNICEF policies, procedures and internal SOPs.

In addition to the role of compliance, the incumbent will also monitor processes, follow up on suspicious transactions, issue reports on trends from data analysis and raise awareness of potential fraud risk.

Key functions, accountabilities and related duties/tasks:


  • Verify whether SOPs and other process documents are up-to-date.
  • Conduct QA reviews based on population or sampling basis on the monthly payroll process, transaction Processing, ensuring compliance with SOPs and, consistency in application of HR rules and process across teams.
  • Identify root cause for any non-compliance and make recommendations as relevant.
  • Track and report on findings and following up to ensured recommendations are actioned upon.
  • Work with the various stakeholders to identify knowledge gaps and training needs and coordinate to address gaps.
  • Ensure that comprehensive documentation is in place on which to base compliance review.
  • Prepare and present compliance reports, that highlight issues identified or unresolved.

Service Quality Assurance and Continuous Improvement

  • Identify and report potential areas for improvements.
  • Coordinates with other functional QA teams and/or sections on continuous improvement initiatives as relevant to ensure improvements are reviewed, approved and implemented.

Detective reporting

  • Review Risk Frameworks and ensure that the risk framework is updated and representative.
  • Utilize data analytics methods (detective control analysis –such as variance analysis, verification procedures) to validate fluctuation in data is reasonable and highlight unexpected anomalies requiring further investigation.
  • Generate and review reports to identify and validate data inputs entered by users against their own record.
  • Produce detective control reports. Facilitate discussion with relevant stakeholders regarding report results and follow-up actions required.

Change Initiatives

  • Actively participate in GSSC change projects related to the area of expertise and/or as assigned by supervisor.
  • Provide insights/opinions on risk and compliance on the change initiative projects assigned.

Additional analysis/activities

  • Analyze payroll related feedback including customer satisfaction evaluation for potential areas of improvement.
  • Provide analysis with recommendation if applicable, and related results to any ad-hoc topic related to area of expertise.
  • Support Quality Assurance Lead on the betterment of quality assurance protocols and related topics.
  • Act as back-up for HR or Payroll Quality Assurance functions as the need arises.

To qualify as an advocate for every child, you will have…

  • Completion of secondary education (high school diploma) is required.
  • Minimum of 7 years of relevant work experience in payroll and related areas is required for candidates without university degree.
  • Minimum of 3 years of relevant experience in payroll or related areas is required for candidates holding Bachelor’s or Master’s Degree in Administration, Business Administration, Economics, Finance or Human Resources is required.
  • Solid knowledge of payroll processes and entitlements is required.
  • Strong knowledge of HR and Payroll systems, including SAP is required.
  • Strong data analytical skills are required.
  • Proven initiative, proactivity and ability to work independently.
  • Strong interpersonal and communication skills.
  • Work experience with a development organization is an asset.
  • Work experience in shared service center context is an asset.
  • Fluency in English (verbal and written) is required.
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is an asset.
