OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health and development agendas, and harmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

Recruitment and placement:1. Processes applications for vacancies , including preparing and maintaining case files for candidates, ensuring and monitoring the transfer of files of candidates between offices , arranging for interview , and entering data on candidates into roster.2. Participates in the selection of candidates for General Service and National Professional Level positions , including evaluation and screening applications of such candidates , reviewing preliminary evaluation.3. Filling the posts , including initiating and follow up on reference checks and academic verification , ensuring the completion of the pre-recruitment formalities and preparing and dispatching offers of appointment .4. Evaluating and screening the application of candidates for all local recruited staff.5. Maintains vacancy announcement files and tracks status of vacancy announcement.6. Prepare agenda and provides relevant documents required for recruitment related meeting.7. Prepare personnel actions .Staff development and career support training :1. Collates and identifies training needs for staff development2. Advise on the organization and conduct of training courses and workshops.3. Provides logistics and administrative support to trainers.General :1. Serve as the team lead for the HR unit and guide lower level staff on HR policies and guidelines.2. Provides general office support services , drafts and /or processes variety of correspondences and other communication.3. Sets up and maintains reference files / records ( electronic and paper).4. Schedules appointment / meeting, monitors deadlines , etc. undertakes research on a range of HR related issues and assists in the preparation on notes/ reports.5. Maintains automated database containing HR related statistics and prepares periodic reports.6. Performs a variety of administrative duties (e.g. leave recording, request for office supplies and equipment, etc.)

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education supplemented by administrative training. Desirable: University degree in business administration, social sciences or related field is an asset.

Experience

Essential: At least eight years of progressive experience in the area of administration, including experience in HR management Desirable: Relevant experience in the UN system.

-Demonstrated knowledge and application of human resourcesmanagement policies and procedures.-Very good time management and stress management skills.-Very good analytical skills.-Good knowledge of WHO/UN procedures and HR practices asapplicable to the administrative level an asset.- Interpersonal skills as well as tact, discretion andcourtesy-Customer-focused with strong focus on results and deliverhigh quality accurate work-Personal drive and effectiveness with ability to plan andmanage own workload

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 17,723 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
