Background

UNICEF Tokyo, as part of the Public Partnerships Division (PPD), works to strengthen UNICEF’s position as a trusted partner of the Government of Japan and other public sector partners with the aim of expanding strategic collaborations and resource mobilization opportunities.

Through its diverse portfolio of activities and in collaboration with Headquarters (HQs)/Regional Offices (ROs)/Country Offices (COs) as well as Japan Committee for UNICEF (JCU), UNICEF Tokyo works to strengthen UNICEF’s role as a strategic partner of choice for the Government of Japan, e.g. Ministry of Foreign Affairs (MoFA), Japan International Cooperation Agency (JICA), and to secure a steady pipeline of resources for children’s rights both in humanitarian and development contexts.

In particular, UNICEF Tokyo Office plays a key role to facilitate the alignment between UNICEF and Government of Japan’s ODA priorities, as well as opportunities for joint multilateral leadership and advocacy to advance key children’s issues. This is the case of Global Health/Universal Health Coverage (UHC), one of Japan’s key ODA priorities and one on which the Government plays increasing global leadership, starting with the upcoming G7 forum in May 2023 in Hiroshima.

Purpose of Assignment

Under the overall supervision of the Director of UNICEF Tokyo, in the Public Partnerships Division, the Senior Health Partnership Consultant will undertake the following responsibilities;

1. position UNICEF as Japan’ s partner of choice for global health/UHC globally and ensure child health agenda at G7 and high-level health related events
2. enhance donor visibility, evidence of impact and thought leadership in global health/UHC, and
3. increase opportunities for fund-raising for UNICEF’s health work, including through public-private partnership.

Specially, the post will ensure a fully integrated connection between PG/Health and PPD/Tokyo Office in coordination with relevant HQ Divisions, such as PFP, SD, ROs/COs and will focus on the following tasks.

Scope of Work:

1. Prepare a common narrative between UNICEF and the Government of Japan

   Deliverable:

• A short compelling document bringing together all different streams of health support, demonstrating UNICEF’s capacity to advance Japan’s Global Health agenda and field results, outlining upcoming opportunities for partnership and resource mobilization. The narrative should provide a clear engagement strategy for UNICEF to scale-up health partnership with Japan in 2023 and beyond.

2. Ensure UNICEF engagement at Japan’s G7: in close collaboration with UNICEF Tokyo team and selected NYHQ colleagues, the post will serve as the technical focal point for UNICEF’s engagement with the G7 with a specific focus on health and support the organization of high level engagement and technical side events.

   Deliverable:

• short UNICEF’s G7 engagement strategy is prepared
• support for UNICEF’s technical engagement with the Global Health Task Force is provided
• technical side event(s) are organized
• communication support is ensured to make visible UNICEF’s role at the G7
• follow up specific tasks

3. Advance public private partnership around global health/UHC with Japanese businesses, JICA and MoFA

   Deliverable:

• In close collaboration with Japan’s Committee for UNICEF and PFP, lead on the design of a business engagement model to connect Japanese private sector active in the health industry, MoFA, JICA and UNICEF country offices to facilitate shared value opportunities and public private partnership. This should also result in the preparation of funding proposal for MoFA.

4. Thought leadership

   Deliverable:

• Lead on the preparation of joint think pieces between UNICEF and Government of Japan (and/or article for international reviews) for global circulation promoting the results of UNICEF/Japan’s joint contribution on global health. Additional relevant visibility tasks as opportunities emerge.

5. Strengthen Partnership with JICA

   Deliverable:

• In the context of the existing global MOC with JICA, advance partnership opportunities with JICA on health by liaising with UNICEF Country Offices and JICA Field Offices and facilitate field-level discussion on knowledge exchange and documentation of lessons learned and best practices.

Duration: 11.5 months (15 November 2022 – 30 October 2023)

(Teleworking is negotiable with a required portion of time at UNICEF Tokyo office. Full time at UNICEF Tokyo office is also an option.)

Key Competency and Requirement

• Advanced university degree in international development, international relations, public administration, social sciences, economics, business administration, public health or other related technical field.
• A minimum of ten years of relevant professional experience in international development and humanitarian assistance experience, preferably in the UN system, is required. Field experience is an expected asset.
• Experience in advocacy, resource mobilization and partnerships building with the Government of Japan. Specific experience in working/liaising with MoFA or JICA at the HQ or field level is highly desirable.
• Knowledge and working experience in Africa, Asia and the Middle East region as well as experience in public private partnerships are also assets.
• Proven knowledge of policy and budgetary decision-making prosses in the Government of Japan.
• In-depth experience with the UN processes, inter-governmental and member states negotiations.
• Fluency in both English and Japanese (verbal and written).
• Excellent written and oral communication skills.
• Positive performance record on drive for results and teamwork. Proven capacity to quickly absorbs new information and techniques and work under tight deadlines.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
