You have:

  • Three years’ experience in coordinating and implementing health programs.
  • NGO experience in health field, preferably in primary healthcare settings and community-based interventions.
  • Health university degree with a preference for a master’s in public health or other health related management degree.
  • Excellent command of written and spoken English and Arabic are required.

Job Description

The Senior Health Officer (SHO) is responsible for the technical support of partners, health facilities and community health teams. The SHO will provide support to program daily activities, training, and follow up processes. The SHO will be responsible in collecting information from the field and providing updates to the program and will be coordinating with other IRC programs to optimize the integration of health with other sectors. The SHO will be directly reporting to the health manager.

Major Responsibilities:

1. Technical support:

- Support the overall coordination, monitoring and reporting of health partners’ and health facilities’ activities. - Conduct regular monitoring of the PHCC's overall functioning using a designated checklist, ensuring adherence to established standards and protocols. This includes identifying areas needing improvement, facilitating follow-up actions, and ensuring corrective measures are implemented and documented. - Conduct technical assessments using specific tools. - Follow up on preset key performance indicators, measuring the progress of the partners’ work, while providing technical support. - Support the development of Information, Education and Communication materials. - Oversee and provide technical support to the community health team in the field. - Contribute to the capacity building of health partners, by identifying training needs and working on training plans. - Deliver training sessions to health partners in specific topics and areas. - Create and adapt monitoring tools that assist in tracking health activities. - Responsible for ensuring that supported health facilities are properly equipped and receive the appropriate equipment and supplies. - Conduct regular meetings and follow with other IRC programs, to ensure health is integrated with other sectors such as education and protection. - Work closely with the logistics and procurement team to identify procurement and supply issues and support the identification of corrective actions. - Work closely with the field officers and coordinator, and ensure smooth implementation of the health activities. - In coordination with the health manager, represent the IRC in different working groups and sectors meetings. - Undertake other tasks assigned by the health manager to enable and contribute to IRC’s programming. - Monitor infection prevention and control (IPC) practices within the PHCCs to ensure adherence to national guidelines, contributing to the development of relevant procedures.

2. Monitoring, data collection and reporting:

- Monitor the partners’ activities, data collection, reporting, center management, staffing structure and attendance of health professionals. - Work closely with MEAL unit to review, identify, and put corrective action measures for the health activities to ensure data-driven decisions are taken and implemented for a consistent quality of data. - Regularly review and audit medical records to ensure accurate documentation and compliance with the MoPH service packages and reporting requirements. - Monitor the implementation of referral systems at the level of health facilities and the community. - Contribute to the development of quality improvement plans for the health partners, and ensure proper follow-up. - Ensure adherence of partners to technical standards, best practices, quality improvement plans, MoPH and donor’s guidelines.

Qualifications

Work Experience:

- Three years’ experience in coordinating and implementing health programs. - NGO experience in health field, preferably in primary healthcare settings and community-based interventions.

Demonstrated Skills and Competencies:

- Strong interpersonal and intercultural communication with success working both within a team and independently. - Strong written and oral communication skills, effective in representation and liaison with external parties. - Previous experience with information management, health data analysis and use of data for program improvement. - Strong time management skills with ability to manage competing priorities and deadlines. - Ability to be flexible, adaptable, creative, and innovative in a challenging and fast-moving multicultural environment and promote teamwork.

Preferred experience & skills:

- Strong analytic problem-solving skills. - Strong coordination, stakeholder engagement, and field management skills. - Ability to work both independently and in a dynamic, cross-functional global team structure. - Highly proficient in Microsoft Office suite. - Demonstrated ability to work effectively with stakeholders at all levels. - Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail. - Ability to manage and work through change in a proactive and positive manner.

Education: Health university degree and background with (preferably) a master’s in public health or other health related management degree.

Language Skills: Excellent command of written and spoken English and Arabic are required.

Working Environment: Standard office working environment with frequent trips to the field.
