Job Description

The Senior Health Manager is responsible for the management of IRC partner implementation in North-West Syria. They will coordinate all aspects of supervision, coordination, monitoring and capacity building for partner-led activities in Idleb and Aleppo Governorates while managing the Syria and Turkey-based staff activities. They will ensure collaboration and interaction between the IRC Health and Protection departments to provide comprehensive support to the beneficiaries. They will contribute to the strategy and harmonization of health programming across the whole of Syria.

Major Responsibilities:

Technical Program Management:

- Ensure Progress reports and project work plans are timely prepared, and practical technical assistance is provided to the partners. - Ensure the capacities of partners and the IRC health officers are empowered through effective capacity building activities in the development, implementation, and management of the Health Program. - Ensure effective communication, networking and collaboration are achieved with IRC implementing and external partners. - Ensure partner's progress reports and project work plans are timely prepared, and practical technical assistance is provided to the partners. - Routinely check in with health partners, provide technical support and partnership monitoring (weekly) - As needed support with PEERS requirements, partnership mapping, as well as work collaboratively with the Syria partnership team - Directly supervise and onboard newly hired Health Officers

General Project & Grant Management:

- Ensure that the project interventions are implemented according to internal IRC and donor regulations with an overall review by the Health Coordinator - Participate in grant opening, midterm review and grant closing meetings for all health grants and ensure that the same process is implemented in the field - Write and submit quality monthly/quarterly reports with inputs from the field-based health teams and partners. - Support partners staff in the use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement, spending plans, etc. - Conduct monthly BVA reviews and make appropriate recommendations to the finance and logistics staff as well as the partners. - Ensure that assigned budgets of the implementing partners are spent according to plan and as per contractual agreements and donor expectations.

Program Quality Assurance:

- Monitor the parter's program implementation against work plans and overall project objectives, documenting progress and achievements. - Conduct regular project review meetings incorporating both qualitative and quantitative data, with partners to assess the level of achievement of project targets for the assigned partners. - Collaborate with the MEAL unit to develop detailed log frames and work plans, and update the quality assurance tools in line with the program objectives.

Qualifications

Education and Work Experience

- Minimum of 5-6 years of professional experience in health program management, including health in emergencies—INGO experience is required. - Public health professional - Understanding of Syrian context and health care system. - Experience in implementing systems and standards to enhance program quality. - Experience writing and coordinating high-value proposals for major donors.

Technical Skills

- Strong program and technical knowledge as well as planning, reporting, monitoring and evaluation skills; experience managing projects supported by key humanitarian donors preferred. - Extensive experience working with NGO health partners, health systems strengthening projects, and/or providing technical assistance and support to Ministries of Health in developing or humanitarian country contexts. - Experience with supporting local partner-led health programming is preferred.

Professional Competencies

- Strong interpersonal and intercultural communication with success working both within a team and independently. - Strong written and oral communication skills, effective in representation and liaison with external parties. - Prior experience with information management, health data analysis and use of data for program improvement - Ability to be flexible, adaptable, and innovative in a complex multicultural environment and promote teamwork. - English (oral and written) and Arabic fluency are required. - Full professional competency in Microsoft Office, especially Word, Excel, Outlook, and PowerPoint
