Senior Finance Officer- Afghan Nationals Only
Job Description
· Upload all spreadsheet and transactions into SUN Accounting System.
· Prepare BVA for review of field offices, country management and program coordinators.
· Review monthly reports (spreadsheets) of Helmand and reports sent by field offices to ensure mathematical accuracy, coding used and are in accordance to IRC policies and procedures.
· Follow up with various Helmand based staffs for liquidation of programme advances.
· Monitor finance officer in preparation of Helmand spreadsheet.
· Keep liaison with administration department for completion of various reporting requirements to tax authorities.
· Calculation of taxes payable according to the local legislation. Ensure that outstanding amount of Tax is paid on time in accordance with income tax rules and regulations.
· Process the annual tax return forms of IRC for the fiscal year and ensure the timely follow up with Ministry of Finance.
· Manage cash for Helmand office and advice finance officer for cash requests.
· Post monthly spreadsheet transactions to SUN accounting system. Ensure that all information in the spreadsheets is correct and complete.
· Provide feedback and guide field finance staff on procurement planning to keep transactions with donor requirements and IRC policies, procedures, and standard practices.
· Receive cash forecasts from field offices and ensure accuracy of calculation. Compile the cash forecasts and prepare the schedule for transfers for overall IRC program.
· Monitor payroll preparation to ensure accuracy, identify problems and make recommendations for improvement to appropriate managers. Process national payroll in keeping with IRC policies, procedures and standard practices.
· Produce timely and regular balance sheet accounts reconciliation for all balance sheet accounts. Identify differences or discrepancies and follow up as appropriate.
· Assist Finance manager in cash management.
· Assist finance manager in bank management.
· Follow up bank signatory changes.
· Prepare and following bank transfer application form.
· Manage staff salaries to their personal accounts.
· Submit bank statements from banks monthly.
· Bank reconciliation.
· Assist finance manager in receivable management.
· Participate in professional development activities, as needed or requested and perform other duties, as necessary or as requested.
Qualifications
· Bachelor’s degree in accounting, or Finance. in accounting from recognized College/Institutions.
· Three to five years of accounting experience is required
· Experience with an International NGO preferable.
· Proficient in MS suite applications; significant experience in MS Excel, accounting package knowledge (SUN system) will be an added advantage.
· The candidate should be able to work in a multi-cultural work environment, work well in and promote teamwork and able to handle pressure with professional grace.
