Org. Setting and Reporting

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by United Nations Environment Programme. This post is located in the Convention on Biological Diversity, Administration Division (AFC) – Finance and Budget Unit. Under the overall supervision of the Head of the Administration Division (AFC) and the direct supervision of the Head of the Finance and Budget Unit, the incumbent will perform the following duties:

Responsibilities

A. BUDGET: a) Acts as Certifying Officer on behalf of, and in the absence of the SCBD Finance Officers. b) Reviews, analyzes, and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the SCBD RBB framework and other legislative mandates. c) Assists managers in the elaboration of resource requirements for budget submissions. d) Undertakes research and provides support to higher level Finance Officers with respect to budget reviews of relevant intergovernmental and expert bodies. e) Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. f) Monitors budget implementation/expenditures and recommends reallocation of funds as necessary. g) Reviews requisitions for goods and services to ensure (i) correct objects of expenditure have been charged, and (ii) availability of funds. h) Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. i) Assists in the preparation of budget performance submissions. j) Assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. k) Monitors integrity of various financial databases. l) Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. B. CLAIMS: Reviews, analyzes and processes payments to third-parties, commercial entities, and individuals. C. TREASURY: a) Reviews incoming payment instructions about banking details and sources of funds. b) Prepares payments for final disbursement by Cashier. c) Dispatches payment instructions and cheques to banks. d) Creates receipts and deposits for all incoming funds. e) Notifies payees of status of payments. f) Assists staff members, Finance Officers and donors regarding queries on payment and deposit related-related issues. g) Investigates complaints on non-receipts. h) Monitors reviews/methods used to remit payments. i) Assists in preparation of periodical reports: cash flow, contributions, etc. j) Follows up on audit recommendations. k) Follows up on fraud cases. l) Files and archives as required. D. GENERAL: a) Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. b) Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. c) Provides guidance, training and daily supervision to other general service staff in the area of responsibility. d) Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. e) Assists with visualizations and updating information material such as web pages or brochures. f) Performs other related duties, as assigned.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Technical training in accounting and/or finance is desirable.

Work Experience

A minimum of ten (10) years of experience in budget/finance or related area is required. The minimum number of years of relevant experience is reduced by two (2) years for candidates who possess a first-level university degree. A minimum of three (3) years of experience inputting and exporting data from an Enterprise Resource Planning (ERP) system, such as SAP (UN Umoja) or similar system, is required. Experience using Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, SharePoint, and Teams, is required. Experience in supervising staff or work of others is desirable. A minimum of one (1) or more years of experience in data analysis or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN language is desirable. Note: Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.

Appointment against this post is for an initial period of one year and may be subject to extension.
