The guiding principles of the Ethics Office are independence, impartiality, and confidentiality. Under ST/SGB/200 7/11 of 30 Nov 2007, the Ethics Office seeks to cultivate and nurture a culture of ethics, integrity and accountability and thereby enhance the trust in, and the credibility of the United Nations and UNICEF, both internally and externally.

The Ethics Office was established in December 2007 based on the Secretary General’s bulletin on “United Nations System-wide Application of Ethics: Separately Administered Organs and Programmes” (ST/SGB/2007/11 of 30 Nov 2007). The Ethics Office works closely with the Ethics Offices of the other separately administered Funds and Programmes and the Ethics Office of the United Nations Secretariat, in order to establish a harmonized and coherent system across the UN Secretariat and the Funds and Programmes.

Under the direct supervision of the Director, Ethics, the Senior Ethics Advisor will assist and support the Director of the Ethics Office in the overall management of the Ethics Office and the team. The Senior Ethics Advisor will take the lead in developing and implementing the strategy, work program and various deliverables of the office, including in fostering management and staff awareness of UNICEF standards on ethical behavior. The Senior Ethics Advisor will also work to enhance awareness on the prevention of conflicts of interest and to foster proper conduct and sound business practices as established in the United Nations Staff Regulations and Rules and the Standards of Conduct for the International Civil Service.

This position is initially funded for two years.

How can you make a difference?

Key Functions, accountabilities and related duties/tasks

  1. Office and Team Management: Serve as Senior Ethics Advisor and assist the Director on all management matters, including in the management and supervision of staff and the work program. Take the lead on designing office management plans, and support the design of the strategy for the Ethics Office and the annual work plan.
  2. Policy/Advocacy: The Senior Ethics Advisor, under the guidance of the Director of Ethics, will be responsible for formulating, reviewing and disseminating ethics related policies and providing guidance related to all ethical issues (workplace issues, retaliation, conflicts of interest, outside activities, CIFD etc.) in accordance with the common standards of conduct prescribed for all UN staff. This includes an advocacy role of promoting ethics and culture of integrity within UNICEF and coordinating with relevant internal units (such as organizational culture, OIAI, communications, human resources, etc.), as appropriate, as well as the Ethics Office within the United Nations Secretariat and other UN agencies. This also includes, upon request of the Director, participation in relevant inter-agency fora and facilitating where practical, a harmonized approach with other UN bodies.
  3. Advice to Management: The Senior Ethics Advisor, in collaboration with the Director, will provide guidance to UNICEF management to ensure that UNICEF's policies, procedures, and practices reinforce and promote the ethical standards called for under the UN Charter, and that the ethical standards pertaining to employment with UNICEF are clearly understood by UNICEF personnel.
  4. Prevention & Outreach: The Senior Ethics Advisor will work in raising staff awareness of expected ethical standards and behavior; within the context of oversight as well as human resources development policies, strategies and programmes and in close cooperation with the respective human resources and oversight organizational units. He/She is responsible for increasing awareness of UNICEF's values, the standards of conduct and procedures through orientation, learning and induction programs, and relevant communication means to provide a continuous reinforcement of an ethical work environment in UNICEF.
  5. Advice and guidance: The Senior Ethics Advisor will be available to provide UNICEF personnel with guidance on specific ethics related policy and practice issues and queries, including conflict of interest, financial disclosure, and protection against retaliation.
  6. Receiving complaints of Retaliation: In accordance with the UNICEF's Whistle-blower protection policy against retaliation, the Senior Ethics Advisor will assist the Ethics Director in receiving and reviewing requests for protection against retaliation, make a prima facie determination whether there is a credible case of retaliation or a threat of retaliation, and draft the required determination and refer cases where such a determination is made to the Office of Internal Audit and Investigations for further investigation. He/She will monitor and follow-up on all administrative actions taken and draft the necessary reports and communications.
  7. Financial Disclosure: The Senior Ethics Advisor will contribute towards the strategic development and implementation of UNICEF’s Financial Disclosure Program.
  8. Reporting: The Senior Ethics Advisor leads and prepares the Ethics Office annual report and presents to the Director who will then review the same and present to the Executive Board in accordance with the Executive Board decisions 2010/18 and 2014/12.
  9. Additional responsibilities: Carry out any other tasks assigned by the Director in support of the efficient functioning of the Ethics Office.

To qualify as an advocate for every child you will have…

Education

  • Advanced University degree in law, public or business administration, social sciences, ethics and compliance or other relevant field.

Experience

  • A minimum of 10 (ten) years relevant professional work experience including 5 years of progressively responsible experience in the field of corporate or business ethics, legal, human resources, mediation or investigation, regulatory work, compliance, oversight, risks and related fields, preferably in the international arena.
  • Experience in supervision and management, preferably at the managerial level in an international setting or with a multinational team.
  • Knowledge of current industry best practices relating to corporate ethics and business conduct/practice would be an asset;
  • Demonstrated ability to make sound judgments and ability to communicate advice with authority;
  • An impeccable record for integrity and ethical behavior;
  • Proven conceptual, analytical and evaluative skills; and an ability to conduct independent research and analysis;
  • Strong interpersonal skills;
  • Demonstrated ability to communicate effectively on highly sensitive issues with staff and managers at all levels, with particular emphasis on developing trust and demonstrating fairness;
  • Experience and demonstrated sensitivity in working with cross-cultural aspects of human relations and the ability to influence appropriately;
  • Excellent communications skills;
  • Experience in field operations in UNICEF or other international organizations is an asset.

Language

  • Fluency in English is Required. Knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
