Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces

Following the coup in Myanmar in February 2021, fighting between the military and insurgents along the border with Thailand has led to a large-scale internal displacement and a smaller but growing number of refugees seeking protection in Thailand. The large-scale influx of affected into Thailand occurred from mid of December 2021 until the present, the IRC Thailand has responded to the immediate protection needs of the targeted beneficiaries through comprehensive and holistic protection services including preparing to expand and enhance its emergency protection services to put in place necessary internal mechanisms and coordination at the provincial and national levels to address the emerging need of affected people.

Job Overview/Summary:

The IRC Thailand Emergency Protection Response design is to be adapted to the context and change of needs of the affected population. Responsive information to provide usefully and verified information to the affected population in holding areas, Temporary Safety Aria (TSA) and non-TSA, and project information management. Both are key results to achieving this project. Senior Emergency Protection Information Officer will have 2 main project areas to responsible for 1) Responsive Information by serving as the key person to develop content, and material to support responsive information service for the affected population and 2) Information Management to work closely with Information Management Manager to develop emergency situation report and other program report related to IRC emergency responses.

The senior Emergency Protection Information Officer will be based at IRC’s office in Mae Sot, under the supervision of the Senior Emergency Protection Manager and technical support from the Information Management Manager and the LAC coordinator.

Major Responsibilities: Emergency Case Management

1. Program implementation

1.1 Support the Information Management Manager to develop a weekly joint situation monitoring report by collecting information from the stockholders including leveraging Geographic Information Systems (GIS) for map production and geographic data management. 1.2 Produce visual information such as tables, graphs, and other infographics in a suitable format for reporting and illustration purposes. 1.3 Map out and monitor available information dissemination platforms and identify ways to support these platforms including through standardized messaging, harmonized content, and service maps for referrals. 1.4 Develop process, tools, and material to implement responsive information activities. information help desk 1.5 In close coordination with the Senior Emergency WPE Officer, and relevant technical advisors, assess the information needs and preferred channels of the affected populations and develop responsive information content addressing these needs (including responses to individual questions, trends in conversation, and information gaps). 1.6 In collaboration with the M&E Manager, and Senior Emergency Protection Manager, draft tools to assess the satisfaction of beneficiaries with the information disseminated and its usefulness to address their queries. 1.7 Ensure capacity building and technical support of partners and volunteers on responsive information data collection, data entry, and data reporting in coordination with the Program Quality Unit. 1.8 Represent IRC for meetings and workshops relevant to

2.1 Support Senior Emergency Protection Manager to develop program reports related to donor requirements and program requirements. 2.2 Responsible to monitor spending related to responsive information services activities are on track and timely informing Senior Emergency Protection Management of budget adjustment needs.

Qualifications

Job Requirements:

1. A University degree in a relevant field (such as communication anthropology, media, mass communication, communication art, journalism, social work, etc.) 2. Understanding protection concepts and protection response and protection in an emergency are preferable. 3. Previous experience in information management technical skills mainly in data entry, data verification (data visualization is a plus), 4. Good communication skills and facilitation skills with the ability to perform offline and online information dissemination and training. 5. Proven experience on design and developing training tools and materials including developing IEC materials 6. Develop and encourage new and innovative ideas and solutions related to responsive information. 7. Able to communicate effectively in spoken and written English skills and plus Thai, Karen, and/or Burmese. 8. Highly organized, flexible, adaptable to changing priorities, and able to work well under deadlines with minimum supervision. 9. Willing to travel field areas. 10. Excellent interpersonal skills, including the ability to work effectively with partners and colleagues in a cross-cultural, multi-discipline environment. 11. Understanding of basic office skills including Microsoft Word, Excel, and PowerPoint, and familiarity with using online communication applications such as Microsoft Team and Zoom.

Working Environment: This position is based in the IRC office in Mae Sot, with extensive travel to other filed sites.
