IRC IN YEMEN

IRC Yemen began its programs in October 2012 and currently operates in the south and north of the country through direct programming and local partnerships. The country program operates from main offices in Aden and Sana’a and field offices in Abyan, Al Dhale’e, and Hodeidah governorates.

POSITION OVERVIEW

Reporting to the Emergency Coordinator in Aden, the Senior Emergency Health & Nutrition Officer will be responsible for overall implementation, supervision and monitoring of the health and nutrition emergency activities implemented directly by IRC and through partners in Yemen. This position will also be supervised by the Head of Health & Nutrition for all technical health & nutrition requirements.

He/she shall be responsible for assessing capacities for local partnerships, providing supervision and capacity building training to program staff and local partners in emergency health and nutrition response approaches and accountability to affected populations.

He/she will lead on donor report inputs related to health and nutrition, ensure data quality and use the data to improve IRC’s emergency programming. The position will also actively monitor the overall health and nutrition situation across Yemen through structured engagement with relevant clusters, government and other humanitarian actors in the field. He/she will ensure infectious disease trends are actively monitored and any responses triggered through existing epidemics alert systems.

The Senior Emergency Health & Nutrition Officer will also support IRC Yemen’s overall emergency preparedness with contextual monitoring, trainings, working closely with the Supply Chain department and monitoring pre-positioned stock.

KEY RESPONSIBILITIES

Health & Nutrition Management

· Act as the technical lead for all IRC-implemented emergency health/nutrition responses, including developing budgets, workplans, procurements plans, MEAL plans and regular report updates in close coordination with relevant departments.

· Plan and execute rapid assessments in emergency locations in collaboration with the emergency team and partners. Oversee the process of data collection, collation and dissemination to meet the requirements and deadlines set by IRC and/or external partners.

· Ensure accurate and timely reporting of activities for internal and external reports (e.g., weekly, monthly, quarterly and final reports).

· Coordinate and oversee budget development and spending of health & nutrition interventions, ensuring reports are completed in a timely manner in line with IRC and donor requirements.

· Contribute towards IRC’s overall emergency health & nutrition emergency preparedness.

· Maintain appropriate, regular, transparent and supportive communication with the health and nutrition partners, other health and nutrition staff, field coordinators as well as other relevant stakeholders.

Partnerships

· Manage and oversee the assigned emergency health and nutrition partnership portfolio including day-to-day management, technical support, development and training, appraisals, etc.

· Participate in due diligence of partners in order to assess their capacity to implement health/nutrition activities.

· Participate in the review of partner proposals submitted for funding.

· Review reports submitted by implementing partners.

Quality Management

· Develop and utilize monitoring tools to monitor and evaluate progress of activities, service quality and end user satisfaction.

· Undertake regular and frequent supportive field visits, and monitor progress of activities, including regular clinical supervision to frontline medical teams in static facilities and mobile health teams and provide on-the-job training as needed.

· Provide input into the integration of beneficiary participation and accountability in all aspects of humanitarian action in health and nutrition.

· Participate in post-response reflections and evaluations in collaboration with the Monitoring, Evaluation, Accountability, and Learning (MEAL) department, including analysis of client feedback.

· Implement relevant policies and standards relating to health and nutrition humanitarian action including Sphere and HAP standards, Ministry of Health and donor guidelines and best practice.

· Participate as requested in internal IRC learning workshops and distance learning sessions to keep up with changing trends, new guidelines and best practices.

Health and Nutrition Commodities Management

· In collaboration with the Supply Chain department, manage the correct and timely forecasting and procurement of required stocks and supplies.

· Ensure rational utilization of beneficiary commodities, tracking, reporting and replenishment at point of use.

· Monitor expiration dates of all stock to ensure timely use and make distribution plan for items that cannot be used in an emergency response before expiry.

· Take part in the verification and updating of stock inventories.

KEY WORKING RELATIONSHIPS

- Coordinate health/nutrition interventions with the Emergency Coordinator, Partnerships Coordinator, Health & Nutrition Coordinators, WASH, ERD, and Protection colleagues as well as support departments. - Work closely with supply chain unit in timely procurement, selection and inspection of health/nutrition goods and services. - Liaise with HR in staff recruitment, and Finance in budget preparation and utilization.

Qualifications

QUALIFICATIONS

- Medical qualification: medical doctor, prefer public health/community health certificate.

- 2-5 Years of experiences in the Health and Nutrition.

- Emergency response experience is preferable.

- Good grasp of humanitarian standards and approaches including the cluster approach, SPHERE standards and WHO emergency health and nutrition best practices.

- Previous experience supporting acute emergency responses strongly preferred.

- Experience working with national NGO and local partners on emergency management is an asset.

- Knowledge of project management processes is required, including workplans, budgets, and reports.

- Experience in training, supporting, and mentoring NGO/CBO staff.

- Computer literacy in word processing and spreadsheets is required.

- Excellent communication skills and ability to work under pressure.

- Proficiency in written and spoken English required.

- Willingness and ability to frequently travel across Yemen, including to remote and insecure locations, is required.
