Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

UNMAS

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis are delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.

Functional Responsibilities

  1. Provision of reliable and secure driving services.
  2. Proper use of vehicle.
  3. Day-to-day maintenance of the assigned vehicle.
  4. Availability of all required documents/ supplies.
  5. Immediate action in case of accident.
  6. Administrative, logistical and assets support.

1. Provides reliable and secure driving services

  • Driving office vehicles for the transport of the project and office personnel, other high-ranking officials, and visitors.
  • Collecting and delivering mail, documents, and other items; and
  • Meeting official personnel at the airport and/or other border crossings, facilitating customs formalities as required.
  • Understand and implement all security related matters and sound liaison with UNMAS Security/UNDSS as required.

2. Ensures proper use of vehicles through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports****.

3. Ensures the day-to-day and regular maintenance of the assigned vehicle by checking oil, water, battery, brakes, tires, filters, etc.; ensuring that the vehicle is kept clean, performing minor repairs, and arranging for major repairs and scheduled servicing.

4. Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, and map of the city/country, first aid kit, winter kits, and necessary spare parts.

5. Ensures that immediate steps as required by rules and regulations are taken in case of involvement in an accident. 6. Provides administrative, logistical and procurement support:

  • Support to organization and logistical preparation for field trips, visiting missions, meetings, conferences, workshops, retreats; preparation of logistics arrangements, including circulation of the documentation to be reviewed.
  • Receipt of shipments, customs clearance arrangements, preparation of documents for shipments(received/sent), arrangements for shipments. Preparation of all necessary documentation, implementation of follow-up actions, drafting correspondence related to shipments/customs clearance.
  • Support in the managing and physical verification of the vehicle spares, attachments and accessories.
  • Support in the sector visits for equipment physical verification and drafting of verification sheets and reports.

7. Other tasks assigned by the immediate supervisor or Head of Unit.

Education/Experience/Language requirements

Education:

  • High School (Secondary or equivalent) with three years of relevant experience is required.

Experience:

  • Relevant experience is defined as experience working as a driver.
  • Basic Vehicle Mechanical knowledge is required.
  • One year of experience in Vehicle Maintenance is required.

Certification:

  • Valid driver’s license is required.

Language:

  • Fluency in English (reading, speaking, writing) is required.
  • Fluency in Somali (reading, speaking, writing) is required.

  1. Contract type: ICA
  2. Contract level: Local ICA Support, LICA-3 and
  3. Contract duration: Ongoing ICA – ‘Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
