You have:
- Advanced university degree in computer science, information systems, information management, information security, software engineering, mathematics, statistics, business or public administration, or related area.
- Professional project management certification (e.g. PMI, Prince2, etc.).
- Agile certification.
- ITIL certification.
- A minimum of ten years of progressively responsible experience in project management and/or programme management capacity, preferably in the context of digital transformation.
- Good working knowledge of various system landscapes (e.g., publication production workflow, management, language/translation management, content/document management, client relationship management, event management, mobile apps).
- Fluent reading, writing and speaking abilities in English.
- A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Expected duration It should be noted that this consultancy is to be filled for an initial period of six (6) months with a possibility of an extension up to 11 months.
Duties and Responsibilities THE ORGANIZATIONAL SETTING The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.
The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community.
The Information and Administrative Services (IAS) Division falls under the auspices of the Bureau of Administration and Services (ADB) and is headed by the Deputy Director, IAS (DD/IAS) who has responsibility for planning, developing and implementing an information management strategy, setting and enforcing common ICT standards throughout the Organization.
The Information Technology & Services (ICT) Section, under the management of the Chief, ICT (C/ICT), reports to the DD/IAS and is a service provider, which plans, acquires or develops and manages the Organization’s ICT landscape.
The incumbent reports to C/ICT, who is responsible for supervision, coaching and training of the incumbent where necessary, as well as distribution of tasks and decision on priorities.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. expected results) Leads and manages the implementation of digital transformation initiatives, achieving results such as: - Serve as the main point of contact and solution lead for assigned initiatives and represent them on relevant internal Governance Boards. - Develop concepts for digital solutions in line with the Enterprise Architecture objectives of ICAO ensuring conformity with ICAO's Cloud Strategy and Information Security policies. - Prepare roadmaps for implementation and continuous operation and improvement of assigned initiatives. - Identify resource requirements for each initiative and implementation phases within. - Provide pertinent reports on initiative status, progress and supporting business capabilities. - Oversee and manage the implementation of chosen solutions for assigned initiatives and ensure operational readiness. - Proactively engage with the Enterprise Architecture unit to allow for architectural assessment of solutions. - Act as the Programme Manager for a portfolio of assigned initiatives and take advantage of interlinkages and synergies where possible.
Function 2 (incl. expected results) Acts as liaison and subject matter expert between business stakeholders and ICT across both HQ and Regional Offices, achieving results such as: - Lead the alignment of senior stakeholders on the chosen solution in line with the Organization’s overall ICT strategy. - Advise stakeholders on best practices for solution implementation, operational use and the potential business impact of different solution approaches. - Lead the evaluation of provider agreements against business requirements assessing compatibility and identifying gaps. - Proactively anticipate and address issues and challenges related to obsolescence and lifecycle limitations for existing tools and systems and prepare mitigation strategies. - Lead negotiations and mitigations as required. - Act as the subject matter expert for assigned initiatives providing relevant information to stakeholders on specific functionalities of chosen solutions and their relevance and usefulness to business objectives.
Function 3 (incl. expected results) Manages ICT digital transformation signature projects and acts as liaison with customers & suppliers, achieving results such as: - Conduct assessments of proposed digital transformation solutions and provide recommendations. Bring together and secure senior stakeholder alignment on a shared vision of enterprise digital transformation solution strategy and roadmap. - Promote collaborative partnerships with ICAO business stakeholders including Headquarters departments and Regional Offices. Encourage knowledge sharing of ICT project management best practices, including the proper capacity and resource allocation for ICT projects. - Facilitate discussions, review and selection of proposals from vendors and ICT service providers to help accelerate contract negotiations and business approval and promote ongoing collaborative relationships on projects. - Implement the integration of collaboration tools (SharePoint, Confluence, Jira etc) to proactively communicate project status. - Manage ICT digital transformation initiatives and advise on using KPIs, reports and/or dashboards. - Facilitate and lead communication on status of projects by providing guidance to ICT project managers on potential issues and risk management.

Qualifications/special skills Academic Qualifications: Essential: Advanced university degree (Master’s Degree or academic equivalent) in computer science, information systems, information management, information security, software engineering, mathematics, statistics, business or public administration, or in a related area.
Desirable: - Professional project management certification (e.g. PMI, Prince2, etc.) - Agile - ITIL certification - COBIT certification
Experience: Essential: - A minimum of ten (10) years of progressively responsible experience in a project management and/or programme management capacity, preferably in the context of digital transformation initiatives. - Good working knowledge of one or more of the following system landscapes, from a technical as well as a business view point: o Publication production workflow o Publication management o Language / translation management o Content / document management o Client relationship management o Event and event attendee management o Mobile apps

Additional Information Please note that the daily rate for Band C varies from $402 to $578.
